According to the proposal, these are officials who are knowledgeable about the legal document system, have the ability to closely connect with local authorities, help schools reduce administrative burdens, and focus on professional work in schools.
According to statistics from the PreschoolEducation Department, Ho Chi Minh City Department of Education and Training, after merging and adjusting administrative boundaries, Ho Chi Minh City has a total of 1,839 preschools (692 public schools, 1,147 non-public schools), 3,103 independent preschool groups and classes with 3,801 managers, 40,435 preschool teachers and 20,726 service staff.
Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the larger the scale, the wider the area, the greater the diversity, the heavier the responsibility. Therefore, those working in education need to look straight at these challenges, not to be afraid, but to enhance their responsibility and fulfill their responsibilities well.
Accordingly, the strategic orientation of preschool education in the coming period is to restructure the leadership apparatus, strongly decentralize management, and at the same time promote training, professional testing, and quality supervision of child care and education with the four principles of "Concentration - Decentralization - Close connection - Appropriateness to the area and implementation practices".
Up to now, the model, structure, and network of preschool education activities have been built as follows: 168 wards and communes are organized into 16 professional clusters, grouped into 4 large professional clusters.
The leaders of the large professional clusters are the former leaders of the district and county education and training departments - people with expertise and extensive management experience. This is an important focal point, helping the HCMC Department of Education and Training guide, develop plans, and implement topics, while also being a bridge to advise and contribute ideas on important policies related to preschool education.
In addition, the 16 professional clusters will have a core management force of experts from the Preschool Education Department of the Ho Chi Minh City Department of Education and Training, and teachers who are school leaders with expertise and good coordination skills.
3 missions of preschool education in Ho Chi Minh City in the new context
Firstly, ensuring consistent quality among all types of education. In which, the requirements are focused on: absolutely safe environment, scientific nutrition, love and respect that children receive. The level of education strives for children in independent classes in suburban communes to also enjoy advanced education programs, receive thoughtful and scientific care like children in national standard schools in the city center.
Second, strengthen and innovate administrative and professional management work in independent nursery groups and kindergarten classes. In addition to complying with legal regulations, groups and classes are supported in professional development, creating a smooth and synchronous network of connections.
Third , allocate resources and support staff in a reasonable, scientific and fair manner among regions, especially building comprehensive policies so that investment resources go to where they are needed most, and all teachers feel cared for and respected.
