This afternoon, April 3rd, in Hanoi, the Ministry of Industry and Trade held an online conference to implement the Power Development Plan VIII. The Standing Vice Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, attended from the Quang Tri branch.

The conference provided information on the implementation plan for the National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII). According to the plan, Vietnam is expected to import approximately 5,000 MW of electricity from Laos in the near future, potentially increasing to 8,000 MW when conditions are favorable. Regarding the use of renewable energy, the plan clearly states that priority will be given to development in areas with good renewable energy potential and favorable power grid infrastructure, with a target development scale of 5,000 MW.
Regarding the development of the renewable energy industrial and service ecosystem, the plan sets out the task of researching and building two inter-regional renewable energy industrial and service centers in the period up to 2030.
Specifically, the renewable energy industrial and service center in Northern Vietnam is located in the Hai Phong, Quang Ninh, and Thai Binh areas. The inter-regional renewable energy industrial and service center in South Central Vietnam is located in the Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, and Ho Chi Minh City areas. In the future, both centers may be considered for expansion to neighboring areas.
Speaking at the conference, the Standing Vice Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, stated that on February 29, 2024, the Provincial People's Committee issued a document requesting the implementation of the Power Development Plan VIII with 14 projects. However, Quang Tri province is not included in the recently signed and issued approval plan for the implementation of Power Development Plan VIII. Therefore, he requested the Ministry of Industry and Trade to promptly submit the plan to the Government for approval in the second phase so that the province has a basis to proceed with the next steps.
According to the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, Quang Tri currently has 10 unfinished transitional wind power projects. Therefore, he requested the Ministry of Industry and Trade to advise the Government to soon issue a mechanism for electricity pricing to ensure the effective utilization of resources and to remove difficulties for investors and localities in the electricity production process.
Concluding the conference, Minister of Industry and Trade Nguyen Hong Dien emphasized the importance of the Power Development Plan VIII. According to Minister Nguyen Hong Dien, many localities have coordinated well and provided the Ministry with all the necessary data. However, some localities are still lagging behind or have submitted incomplete data. Therefore, he requested that localities cooperate with the Ministry to complete the data within the stipulated timeframe, as a basis for appraisal and submission to the Prime Minister for consideration and decision.
Minister Nguyen Hong Dien requested that localities urgently review, update, and adjust their provincial planning to ensure compliance with and alignment with national planning; review and update specialized plans and programs of each locality, especially land use planning and construction planning; urgently select investors for power projects in accordance with investment laws; allocate land for the development of power projects in accordance with land law regulations; and actively coordinate with investors in land clearance, relocation, and resettlement.
