The workshop aims to promote democracy and responsibility of agencies and units in contributing ideas to build a draft model working regulations of the provincial and municipal Party Committees; the Party Committee of the Regional Steering Committee; the Party Committee of the Border Guard Command, as a basis for advising and proposing to the Chief of the General Department of Politics to issue guidelines for unified implementation throughout the army.

At the workshop, Colonel Dau Trong Quang, Deputy Director of the Organization Department (General Department of Politics of the Vietnam People's Army) presented an introductory report; then, delegates discussed and contributed comments on the draft model working regulations of the provincial and municipal military units; the Party Committee of the Regional Steering Committee; and the Party Committee of the Border Guard Command.

Opinions focused on issues of principle such as responsibilities and powers of the Party Committee, Standing Committee, Party Committee members, Standing Committee members of the Party Committee, Party Committee members who are Party Committee Secretaries at the commune (ward, special zone) level participating in the Party Committee of the Provincial Steering Committee for the Protection of the Fatherland; Deputy Party Committee Secretaries of Communes (ward, special zone) participating in the Party Committee of the Border Guard Command; living and working regimes and working relationships...

In his concluding remarks at the workshop, Lieutenant General Do Xuan Tung commended the sense of responsibility and the enthusiastic opinions of the delegates; highly appreciated the efforts of the functional agencies of the General Department of Politics as well as related units in coordinating and implementing the development of draft basic regulations to ensure good quality, closely following the direction of the superiors. At the same time, he assigned the Organization Department to receive opinions; synthesize the contents with different opinions to clarify, report, and request instructions from competent authorities.

Lieutenant General Do Xuan Tung agreed on a number of contents related to the model working regulations of the provincial and municipal military units, the Party Committee of the Regional Defense Command, and the Party Committee of the Border Guard Command. In particular, the competent authorities are required to continue to supplement and clarify the responsibilities and powers of the provincial and municipal military units, the Border Guard Party Committee in leading and directing the Border Guard Command Party Committee; research, supplement, and adjust to more clearly define the responsibilities and powers of the collective Party Committee, and more clearly define the responsibilities and powers of the Party Committee members of the Regional Defense Command Party Committee who are the Party Committee Secretaries of the Commune, Ward, and Special Zones appointed to participate in the Regional Defense Command Party Committee in participating in discussing and deciding on general military and defense issues as well as living conditions and participating in Party Committee conferences.

At the same time, request the leaders of the units to base on the draft model working regulations to deploy in parallel the draft working regulations of their units, ensuring that after the official document is available, it can be edited, completed, and applied immediately, without being passive or interrupted.

Lieutenant General Do Xuan Tung noted that implementing the Project on organizing local military forces to be "lean, compact, and strong" to meet the requirements of tasks in the new situation raises many new issues, especially regarding the operating mechanism, responsibilities, powers, and working relationships of each level. Therefore, in the process of implementation, leaders and commanders of agencies and units need to report difficulties and problems arising in practice to the General Department of Politics, as a basis for advising the Central Military Commission and the Ministry of National Defense to lead and direct timely solutions.
