On January 12th, information from the People's Procuracy of Phu Yen province indicated that the agency had just prosecuted defendants Pham Dinh Cu (born in 1956, former Chairman of the People's Committee of Phu Yen province) and Do Duy Vinh (born in 1956, former Director of the Department of Finance of Phu Yen province) before the People's Court of the same level for trial on the crime of violating regulations on the management and use of state assets causing loss and waste, as stipulated in Clause 3, Article 219 of the Penal Code.
The decision to prosecute Mr. Do Duy Vinh - former Director of the Department of Finance (wearing a striped shirt) and Mr. Pham Dinh Cu - former Chairman of the People's Committee of Phu Yen province was announced.
According to the indictment, in September 2007, the People's Committee of Phu Yen province decided to allocate 1,183 square meters of land at lot A2, Hung Vuong Street, Tuy Hoa City, to Pymepharco Joint Stock Company without auction, for a period of 70 years. This land allocation was for Pymepharco Joint Stock Company to implement the Phu Yen Pharmaceutical, Cosmetics and Medical Services Business Center project.
After being granted the land use rights certificate in June 2008, Pymepharco Joint Stock Company did not implement the project as committed but instead mortgaged the land to borrow capital from the bank.
In September 2010, Pymepharco Joint Stock Company contributed the land use right certificate to Phu Yen Pharmaceutical Import-Export Joint Stock Company.
In November 2012, Mr. Do Duy Vinh, Director of the Department of Finance, signed a document requesting the Provincial People's Committee to allow Pymepharco Joint Stock Company to transfer the land use rights of plot A2 to another bank.
This proposal was approved by Mr. Pham Dinh Cu, with the content being the construction of an office building and a land use term of 50 years.

In July 2013, Pymepharco signed a contract to transfer the entire plot of land to the Foreign Trade Bank - Phu Yen Branch for 16 billion VND.
The indictment states that Pham Dinh Cu and Do Duy Vinh knew that Pymepharco Joint Stock Company was not implementing the project, and that the land should be reclaimed.
However, the two men still processed the transfer of land use rights for this business in violation of the law, causing a loss of more than 10 billion VND in state assets.
