Organizations and individuals who have completed the process of complying with administrative penalties for traffic violations are eligible to register their vehicles in accordance with Circular 24.

Article 3 of Circular 24/2023 of the Ministry of Public Security, effective from August 15th, stipulates that: Organizations and individuals who violate traffic order and safety and fail to comply with administrative penalties in the field of traffic will not have their vehicle registration processed; after complying with the administrative penalty decision in the field of traffic, they may register their vehicle according to the provisions of Circular 24.

Furthermore, Article 3 of Circular 24 stipulates the following principles for vehicle registration: Motor vehicles with a legal origin, meeting technical safety and environmental protection standards, shall be registered and issued a set of license plates.

Vehicle owners who are organizations or individuals with their headquarters or place of residence (registered permanent or temporary residence) in a particular locality must register their vehicles at the vehicle registration agency in that locality (except for cases stipulated in Clause 14, Article 3 of Circular 24).

Vehicle license plates are issued and managed according to the vehicle owner's identification code (hereinafter referred to as the identification plate). The identification plate is a license plate with symbols, serial numbers, size of letters and numbers, and color as prescribed in Circular 24.

For vehicle owners who are Vietnamese citizens, license plates are managed according to their personal identification number. For vehicle owners who are foreigners, license plates are managed according to their foreigner identification number established by the electronic identification and authentication system, or their permanent residence card number, temporary residence card number, or other identity card number issued by a competent authority.

If the vehicle owner is an organization, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system (if the organization does not yet have an electronic identification code, it is managed according to the tax code or establishment decision).

In cases where a vehicle reaches the end of its service life, is damaged, or ownership is transferred, the vehicle registration plate of the current owner will be revoked by the vehicle registration authority and reissued when the owner registers another vehicle under their ownership.

The vehicle identification number is retained by the vehicle owner for a period of 5 years from the date of revocation (after the above period, if the vehicle owner has not registered, that identification number will be transferred to the license plate inventory for registration and issuance to organizations or individuals according to regulations).

If a vehicle owner moves their registered office or residence from one province or centrally-governed city to another, they may retain their existing license plate (they do not need to change the license plate).

Individuals aged 15 and over are eligible to register a vehicle. In the case of individuals aged 15 and under 18 registering a vehicle, they must have the consent of their parents or guardians, who must write "consent", sign, and clearly state their full name and relationship with the person under guardianship in the vehicle registration form.

Vehicle registration declarations are made through the National Public Service Portal or the Ministry of Public Security's Public Service Portal (hereinafter referred to as the public service portal). Vehicle owners use the application code declared on the public service portal to complete the vehicle registration procedure.

If the procedure cannot be completed through the public service portal due to lack of electronic data or technical errors, the vehicle owner must declare and complete the procedure directly at the vehicle registration agency.

Vehicle registration fees can be paid through banks or payment intermediaries connected to and integrated with online payment services on the public service portal (if payment is not possible through the public service portal, it can be paid at the vehicle registration agency).

Vehicle registration results can be obtained online through the public service portal, via public postal services (in cases where full-process online public services are provided), or at the vehicle registration office as requested by the vehicle owner.

Electronic data from documents and certificates in vehicle registration files, received by the vehicle registration and management system from the public service portal or databases of ministries and agencies, or electronic data scanned from documents in the file, scanned copies of engine and chassis numbers, and results of administrative procedures from paper documents, bearing the digital signature of vehicle registration officers and registration agencies (hereinafter referred to as digitized files), have the same legal validity as paper documents.

Organizations and individuals who win the auction for car license plates have the option to register and receive the winning license plates at the traffic police department, the road and rail traffic police department, the road traffic police department of the provincial or centrally-administered city where the vehicle owner is headquartered or resides, or at the traffic police department that manages the winning license plate.
