On June 23, a representative from the Binh Duong Provincial People's Committee Office announced that at the 24th (special) session of the Provincial People's Council, a resolution committing resources for the implementation of the urban railway project No. 1 (Binh Duong New City - Suoi Tien, Ho Chi Minh City) was considered and approved.
However, the total investment for the project has now been adjusted down to VND 46,725 billion, a decrease of VND 9,576 billion compared to the proposal submitted in April 2025.

Binh Duong is investing in Metro Line 1 with an estimated total capital of over 46,000 billion VND.
Mr. Vo Anh Tuan, Chief of the Office of the People's Committee of Binh Duong province, said that the main reason was due to recalculating the number of train carriages needed to be purchased to match the projected passenger demand at different times and re-determining the investment cost based on similar projects and works, specifically the Ho Chi Minh City metro line that is already in operation.
According to the proposal, the People's Committee of Binh Duong province recommends not using central government budget funds but will proactively balance the budget from its own resources, including 16,725 billion VND (36%) from the provincial budget and 30,000 billion VND (64%) mobilized from TOD.
Regarding local budget sources, Binh Duong province has determined to allocate public investment capital from the provincial budget (or the merged local budget) at a level of over 3,000. billion VND/year (Priority will be given to focusing on land compensation and resettlement) and commence the project to attract TOD funding in subsequent years.
Regarding capital raised from TOD (Transit-Oriented Development), it is expected that implementation will take place on 14 out of 19 TOD land plots along the urban railway line, generating an estimated revenue of 30,000 billion VND. The aforementioned land plots are planned for residential development (terraced houses, mixed-use high-rises), commercial and service purposes, etc. In the context of the merger of Binh Duong province, Ho Chi Minh City, and Ba Ria - Vung Tau province, investing in this railway line will contribute to the formation of a regional megacity, increasing the value of land plots and boosting budget revenue from land use fees.
Previously, during meetings with localities through which the metro line passes, the Chairman of the People's Committee of Binh Duong province, Vo Van Minh, emphasized that the Metro Line 1 project is an urgent inter-regional infrastructure project that needs to be implemented in the 2025-2030 period. Mr. Minh stated that the merger with Ho Chi Minh City should not delay this project, but rather that it must be completed on time.
The Binh Duong New City - Suoi Tien Metro Line 1 is over 29 km long, with its starting point at S1 station (Binh Duong New City center) in Hoa Phu ward, Thu Dau Mot city (after merger it will be Binh Duong ward - Ho Chi Minh City), and its end point at Suoi Tien Bus Station, part of Ho Chi Minh City Metro Line 1 (Ben Thanh - Suoi Tien).
The project's planned route connects with Binh Duong station of the Ho Chi Minh City - Loc Ninh national railway line. In terms of scale, the project will construct a new electrified urban railway line, double track, 1,435 mm gauge, with a design speed of 120 km/h, requiring approximately 58 hectares of land.
The project will utilize shared infrastructure at the Long Binh depot of Ho Chi Minh City's Metro Line 1. However, as the number of trains on both metro lines increases in the future, the project will invest in building its own depot in Phu Chanh ward to serve operations and related technical tasks.
