On July 26th, the Provincial People's Committee held its regular monthly meeting for July 2024 to assess the results of socio-economic development tasks for the month and to implement directions and tasks for the following months. Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.

Before the meeting, the leaders of the Provincial People's Committee, members of the Provincial People's Committee, and delegates observed a minute of silence to commemorate Comrade General Secretary Nguyen Phu Trong - an exceptionally outstanding and talented leader, a great cultural figure, a shining example of morality, a model personality, a steadfast communist who dedicated his life to the country and the people.
According to the Department of Planning and Investment's report on the implementation of socio-economic development tasks in July, during the month, all levels, sectors, and localities closely followed the direction and management of the Government and the province to effectively achieve the goals. As a result, many socio-economic indicators showed outstanding results.
Specifically in July, the industrial production index (IIP) continued to grow significantly, reaching 11.82%. The manufacturing sector played a new leading role in the province's economic growth, increasing by 28.46%, and the cumulative growth for the first seven months of 2024 reached 34.81% compared to the same period in 2023. The service sector continued to recover and grow steadily. The total number of tourists visiting the province reached 2.5 million, with a cumulative total of 12.9 million in the first seven months, an increase of 20% compared to the same period.
Alongside this, efforts to improve the investment environment and attract investment have been intensified. During the month, the province awarded Investment Registration Certificates to Foxconn Group for the implementation of two projects with a total investment of over 551 million USD, bringing the total FDI investment in the province during the first seven months of the year to 1,559.24 million USD, ranking second nationwide.

Other social issues were also addressed effectively and harmoniously; the province focused on developing culture and human resources, ensuring social security and equity, social progress, and improving the quality of life for its people. The province implemented activities to commemorate the 77th anniversary of the War Invalids and Martyrs Day on July 27 (1947-2024); organized delegations to offer incense at the Martyrs' Cemetery; and successfully organized the 2024 High School Graduation Examination with an average score ranking 25th out of 63 provinces and cities nationwide, an increase of 11 places compared to 2023...
Other tasks such as state management of planning, land, resources and environment, and comprehensive digital transformation are being promoted; inspection work and the handling of complaints and denunciations are being focused on and resolved…
However, alongside the achievements, there were still some limitations during the month; based on reports from units and localities, the delegates attending the meeting spent time reviewing and analyzing the causes. In particular, they participated in and proposed adjustments to some growth scenario targets, closely adhering to the resolutions, objectives, and plans of the Provincial Party Committee and the Provincial People's Council regarding tasks and solutions to ensure economic growth targets for the remaining months of 2024.

Concluding the meeting, Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the determination and decisiveness of the departments, agencies, and localities in comprehensively leading and directing, focusing on key areas, and linking the main tasks in socio-economic development.
To effectively implement the plans for the following month, in line with the goals for the entire year, the Chairman of the Provincial People's Committee requested that units and localities focus on implementing the resolutions and conclusions of the Provincial Party Committee and the Provincial People's Council on the tasks for 2024. This July, the growth scenario must be revised to ensure it meets actual conditions and needs, and is consistent with the development process of each sector and locality.
Effectively implement groups of solutions to promote the disbursement of public investment capital, focusing on removing difficulties and decisively accelerating the progress of key projects and projects that impact socio-economic development; continue to support investors in accelerating the progress of the Quang Ninh LNG power plant project; focus on effectively implementing solutions to stimulate tourism demand and put into operation new tourism products; review, propose, supplement, and submit to the Provincial People's Council on fees and charges; complete the adjustment of the provincial planning; accelerate the progress of managing architectural planning, urban planning, and economic zones…

At the same time, we will continue to strengthen and strictly manage, and use land, natural resources, finance, and public assets economically and efficiently; ensure social security, and effectively implement policies to care for war veterans and vulnerable groups; promote democracy, self-reliance, creativity, and all resources to improve the quality of people's lives; prepare well for the reorganization of administrative units after the National Assembly promulgates the decree, paying particular attention to organizational structure; and continue to contribute to, supplement, and prepare for participation in the documents of the Provincial Party Congress...
Ensuring national defense, security, and social order; maintaining national sovereignty over land borders and maritime territories; avoiding passivity and surprise in all situations; combating crime; effectively implementing solutions to ensure traffic safety and order; curbing and minimizing traffic accidents and occupational accidents; strengthening information and communication efforts to create high levels of social consensus.
