TPO - From 6 am this morning (March 24), although half of the road hasn't been closed as announced, traffic on the elevated section of Ring Road 3 has been heavily congested due to vehicles being directed to slow down. Many construction signs have been erected on the section from Mai Dich to the intersection with Thang Long Boulevard.
This morning (March 24), traffic congestion extended along the elevated section of Ring Road 3. |
Instead of being allowed to travel at 80km/h, from last night and this morning, cars entering the elevated section of Ring Road 3 from the Mai Dich intersection have been shown signs requiring them to "Slow down" and "Construction site ahead". |
Upon reaching the elevated highway, numerous "Slow Down" signs continue to be posted in various locations. |
Due to the high volume of vehicles and slow traffic speeds, a prolonged traffic jam occurred on the elevated section of Ring Road 3 this morning. |
Traffic is difficult right from the slope leading up to the elevated section from Mai Dịch to the Thăng Long Boulevard intersection – the area where construction work is underway. |
Prolonged traffic congestion occurred on the Mai Dịch - Pháp Vân - Thanh Trì Bridge route. |
Besides the large number of passenger cars, the elevated section of Ring Road 3 is also a central thoroughfare in Hanoi , so a large volume of trucks, container vehicles, and buses travel through Hanoi every day. |
Starting last night (March 23), the Traffic Works Maintenance Board of the Hanoi Department of Construction began a project to repair expansion joints and bridge bearings/piers on the elevated section of Ring Road 3. Traffic congestion lasted until midnight on the evening of March 23. |
Due to damaged expansion joints, which cause traffic congestion, in the initial phase (starting March 23rd), construction units will implement road closures (half of the road width closed during the day, and the entire elevated section of Ring Road 3 closed at night) from Mai Dich to the Thang Long Boulevard intersection to repair the expansion joints. |
From March 23rd to April 27th, on the elevated section of the Ring Road 3 from Mai Dich to Thang Long Boulevard, construction units will erect barricades on half of the road surface at 9 locations where expansion joints need repair. Vehicles will travel on the remaining half of the road surface at these construction sites, from 6 AM to 10 PM.
From 10 PM to 6 AM the following morning, all vehicles are prohibited from circulating on the elevated section of Ring Road 3 from Mai Dich overpass to Thang Long Boulevard.
During the aforementioned traffic ban, the Hanoi Department of Construction implemented a traffic diversion plan for vehicles traveling on the elevated section of Ring Road 3 from Mai Dich to the Thang Long Boulevard intersection as follows: Vehicles from the elevated Ring Road 3 descend to the Mai Dich overpass (parallel urban overpass branch), and vehicles from Pham Van Dong Street redirect onto Pham Hung Street (lower Ring Road 3) – passing through the Pham Hung – Khuat Duy Tien intersection, then onto the elevated Ring Road 3 at the exit on Khuat Duy Tien Street (opposite Thang Long Number One building) to proceed to Phap Van.
