Prioritize resources for breakthrough investment in island districts

Concerned about economic development and ensuring national defense and security at sea, National Assembly representatives proposed a special mechanism to prioritize resources for breakthrough investment in modern infrastructure systems to serve the socio-economic development of island districts.

Delegate Huynh Thi Anh Suong (Quang Ngai) stated that in 2022, the Politburo issued Resolution No. 26-NQ/TW on socio-economic development and ensuring national defense and security in the North Central and Central Coastal regions until 2030, with a vision to 2045.

Accordingly, the North Central and Central Coastal regions play a particularly important strategic role and position in terms of economics, politics, culture, society, national defense and security, especially the marine economy and maritime defense and security. The delegates proposed that the Government focus on developing and implementing regional planning and planning for each locality within the region for the period 2021-2030, creating a legal basis for localities in the region to link, cooperate, coordinate, and clearly define roles, functions, and tasks based on high specialization, in accordance with the comparative advantages of each locality and sub-region. At the same time, localities should focus on developing the marine economy while ensuring national defense and security at sea.

Besides maritime economy, oil and gas exploration, aquaculture and fisheries, coastal industries, and renewable energy, the Quang Ngai delegation believes that the marine tourism industry, with its high-quality, unique, and distinctive cultural tourism products specific to each region and locality, needs to continue to be prioritized for development.

"A special mechanism is needed to prioritize resources for breakthrough investments in modern infrastructure systems to serve the socio-economic development of island districts," said delegate Huynh Thi Anh Suong.

Currently, the infrastructure on island districts serving socio-economic development is limited. Delegates believe that a breakthrough investment is needed in a modern infrastructure system connecting the mainland, the sea, and the islands, such as seaports, airports, roads, power grids, and telecommunications.

"To achieve this, a special mechanism is needed for the island districts in the North Central and Central Coastal regions, including Truong Sa, Ly Son, and Con Co in particular, and the 12 island districts nationwide in general, to prioritize investment resources. Because in addition to their function as administrative units, these island districts are also involved in the role of establishing the baseline of national sovereignty over the sea and islands," proposed delegate Huynh Thi Anh Suong.

In light of recent public outcry regarding excessive fees in schools, delegate Nguyen Minh Tam (Quang Binh) shared his local experience in waiving or reducing tuition fees for students; clearly defining school fees to help curb this situation.

Representative Nguyen Minh Tam argued that not all localities have this mechanism and that it is only a temporary solution because failing to increase revenue for education will lead to a situation of "tightening in one area and expanding in another." "The advantageous policy of waiving or reducing tuition fees for an extended period will not compensate for the additional costs that parents have to bear," the representative said.

Therefore, Representative Nguyen Minh Tam proposed that the Government should soon study and develop a suitable roadmap to balance tuition fee increases and fundraising regulations to ensure a harmonious balance of interests for educational institutions and parents; thereby ensuring the quality of education, especially public education, in the current period.

Furthermore, the government only sets a ceiling and leaves it to local authorities to determine tuition fees that are appropriate to the living standards and specific conditions of each locality, ensuring that there is no overcharging. In addition, to ensure resources to address difficulties, the delegates proposed that the government and the National Assembly continue to pay attention to investing in and allocating budget for the education sector.

Concerned about solutions to protect children, delegate Tran Thi Thanh Huong (An Giang) stated that Resolution No. 121/2020/QH14 of the National Assembly on continuing to strengthen the effectiveness and efficiency of implementing policies and laws on preventing and combating child abuse has set requirements to curb and reduce all types of child abuse crimes by 5-7%. However, from 2020 to the present, the rate of child abuse has been on the rise. Specifically, the rate of children subjected to domestic violence was 5.55% in 2020 and reached 7.5% in 2022.

Notably, some cases of child abuse with serious consequences are committed by relatives or those responsible for caring for and raising children. This heartbreaking situation is sounding an alarm, demanding that all sectors and levels of government pay more attention to this issue.

According to the government report, one of the causes of this situation is the ineffective coordination between family and child-related work. Funding for child-related work in some local programs and projects has not received adequate attention...

Representative Tran Thi Thanh Huong proposed that the National Assembly and the Government strengthen their guidance, prioritize ensuring resources, and pay more attention to monitoring the implementation of legal regulations related to children and preventing and combating child abuse.

In addition, it is necessary to further enhance the effectiveness of coordination among organizations, especially the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, and the Vietnam Association for the Protection of Children's Rights, so that the care and protection of children are carried out in a more synchronized, practical, and effective manner.
