Vietnam respects the right of coastal states to enact domestic laws and regulations relating to the sea in accordance with UNCLOS 1982; at the same time, Vietnam also requests other countries to fully respect Vietnam's sovereignty over the Spratly Islands and Vietnam's rights over its maritime zones established in accordance with UNCLOS 1982.

On November 21, 2024, at the regular press conference of the Ministry of Foreign Affairs , in response to a reporter's question asking for Vietnam's reaction to the Philippine President's signing of the Act on Maritime Zones, the Act on Navigational Channels in Archipelagic Waters of the Philippines, and China's announcement of the "Notice of Standardized Names for Partial Islands and Shoals of China in the South China Sea" comprising 64 entities in the East Sea, Spokesperson of the Vietnamese Ministry of Foreign Affairs Pham Thu Hang stated:

As has been repeatedly affirmed, Vietnam has full legal grounds and historical evidence to assert its sovereignty over the Hoang Sa and Truong Sa archipelagos in accordance with international law, as well as its sovereignty, sovereign rights, and jurisdiction over the maritime areas established in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

Vietnam is resolute and persistent in implementing measures consistent with international law, including UNCLOS 1982, to exercise its sovereignty over the Spratly Islands; its sovereignty, sovereign rights, jurisdiction, and legitimate interests in its maritime areas. Vietnam is ready to work with all parties to resolve disputes and disagreements through peaceful means in accordance with international law, especially UNCLOS 1982.
