The Resolution of the 15th Provincial Party Congress clearly stated that Quang Ninh determined to take human development, ensuring and improving people's lives as the goal and development orientation of this period. To concretize the goals, viewpoints and development orientation, closely combine rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh's identity; between accelerating the urbanization rate associated with improving the efficiency of urban economy, building new rural areas, quickly narrowing the gap between rich and poor and regional disparities, ensuring social security, progress, social justice, improving the quality of life in all aspects of the people is one of the 5 key tasks of the term. On that basis, one of the 15 key projects and programs of Quang Ninh set out in the Resolution of the 15th Provincial Party Congress is the Project on sustainable socio-economic development associated with ensuring national defense and security in ethnic minority, mountainous, border and island areas for the period 2021-2025, with a vision to 2030.
Resolution 06 is the first resolution of the Provincial Party Committee, term XV. The resolution focuses on and targets ethnic minority, mountainous, border and island areas. Thereby, it continues to affirm the consistent viewpoint in directing the implementation of ethnic policies and development investment for ethnic minority, mountainous, border and island areas of the province in the spirit of the Resolution of the 13th National Party Congress, Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo . Resolution 06 is implemented synchronously with the implementation of resolutions of the National Assembly and decisions of the Prime Minister on approving national target programs for the period 2021-2025. The Resolution was issued at a time when the province achieved many goals and targets by 2025 of the National Target Programs from the beginning of the 2021-2025 period, setting goals and targets higher than the national average, demonstrating proactive, creative, and innovative approaches, suitable to the requirements and practical situation of the province.
Implementing Resolution 06 in sync with the organization of the implementation of the National Target Programs for the period 2021-2025, the Provincial Party Committee, People's Council, Provincial People's Committee, Provincial Fatherland Front Committee and the entire political system have focused on leading and directing the concretization, ensuring creativity, breakthroughs and innovation, on the basis of suitability with the actual conditions in the province, closely following the regulations of the central government.
In order for the Resolution to spread, dissemination and implementation are given top priority. Immediately after the Resolution was issued, on July 20, 2021, the Provincial Party Committee held a conference to directly disseminate it to key officials of the province and direct its dissemination to Party cells. The Propaganda Department (now the Provincial Party Committee's Propaganda and Mass Mobilization Department), the Provincial Fatherland Front Committee, the Provincial Media Center (now the Provincial Newspaper, Radio and Television), press agencies and the grassroots information system of localities have actively propagated and disseminated the Resolution to civil servants, public employees, and people in many appropriate and practical forms. At the same time, Develop a handbook that systematically integrates documents guiding the implementation of the Resolution; organize training and dissemination to cadres at district, commune and village levels, and directly advise on implementation at the grassroots level. Party committees, party organizations, authorities of agencies, units and localities seriously organize the study, dissemination and dissemination of the contents of the Resolution through organizing conferences, regular meetings, professional meetings, activities of party cells, residential groups, neighborhoods, villages and hamlets, especially in ethnic minority areas, mountainous areas, border areas and islands in the province.
The Provincial Party Committee has issued 7 resolutions, 1 program, 1 plan and many conclusions to lead, direct, set goals, and assign implementation targets until 2025. At the same time, it focuses on leading and directing Party committees, authorities at all levels, and units to develop projects and plans to organize implementation to achieve the set goals; organize supervision of local Party committee leaders in leading and directing implementation; direct the counting of implementation progress by month, quarter, and year. Based on the proposal of the Provincial People's Committee, the Provincial People's Council has issued 55 resolutions on goals, tasks, mechanisms and many outstanding policies to ensure resource allocation as a basis for implementation, such as: Resolution No. 115/NQ-HDND dated July 9, 2022 on approving the Project to implement the National Target Program on New Rural Construction in the province until 2025; Resolution No. 16/2021/NQ-HDND on approving the Overall Program for sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of the province for the period 2021-2025, with a vision to 2030...
Party Committee of the Provincial People's Committee (now the Party Committee of the Provincial People's Committee) directed the Provincial People's Committee to develop and promulgate Action Program No. 4594/CTr-UBND (dated July 19, 2021) on implementing Resolution 06 with 21 groups of targets, targets, 73 specific tasks; 15 projects, 106 plans, 43 decisions; and many directive documents directly related to the task of implementing Resolution 06.
In particular, the province focuses on directing the implementation of resource mobilization mechanisms towards innovation, flexibility and creativity in budget management, from the centralized budget management at the provincial level, decentralizing the autonomy and self-responsibility to localities; gradually reducing budget investment, effectively mobilizing investment resources from the whole society.
In 5 years (2021-2025), the province has mobilized over 120,000 billion VND to implement Resolution 06 and national target programs. The highlight of the province is that direct state investment and integrated state budget capital only account for about 16%, while mobilized social capital accounts for 84% (mainly credit capital, accounting for 82.5%). Thus, from one dong of state budget investment, the province mobilized more than 5 dong of non-budgetary capital for investment, contributing to improving the quality of life. People in ethnic minority, mountainous, border and island areas in the spirit of Resolution 06.
People's lives are constantly improving.
Implementing Resolution 06, the province has always been consistent with the viewpoint that production development is one of the key solutions to help people, especially those in mountainous, remote and isolated areas, have stable jobs, increase income, and improve their lives. To eliminate the mindset of waiting, arouse the will to rise up, and urge the desire to get rich of the people, the province has mobilized all resources to support, accompany, and "give fishing rods" to the people.
In addition to the central government's policy mechanism, Quang Ninh has issued many specific policies suitable to reality. On that basis, the province has proactively expanded the scope of areas, subjects and allocated budget capital to implement policies for ethnic minority and mountainous areas. At the same time, it has diversified resources to implement social policy credit, integrated with national target programs and projects in the local socio-economic development plan for each period.
Thanks to that, policy credit capital has been widely deployed to remote villages, hamlets, and ethnic minority areas with over 35,700 people receiving loans. Each person is supported with a maximum loan of 100 million VND, suitable to their ability to organize production and business, with low interest rates and a loan term of up to 10 years. The capital has really helped people change their awareness, thinking, and ways of doing business; reduce their dependence on the State; and gradually become rich on their homeland.
The deer antler farming model of Mr. Vi Van Nghiep (Tay ethnic group, Dong Thang village, Hoanh Mo commune) is not only typical of the commune, but also spreads, attracting many people from many localities to visit and learn. In 2023, with loans from policy credit programs, Mr. Nghiep pioneered in investing in a deer farming model. From 16 deer purchased from Huong Son, Ha Tinh to raise, his family's deer herd has now doubled; 1 deer raised for antler brings in 8-12 million VND; female deer are sold for 12-15 million VND/deer for breeding. It is estimated that the model will generate revenue of 200-300 million VND/year.
Mr. Nghiep shared: My family has 3 hectares of forest. Like many other ethnic minorities, for many years, my family's life has depended on a few hectares of forest, so there are still many difficulties. By chance, I learned about the deer antler farming model from a friend. Realizing that deer are easy to care for, have high resistance, and are suitable for local climate conditions, with the determination to improve my family's life, I decided to implement the model. Through the commune's socio-political organization, I learned about the capital source of the policy credit program for ethnic minorities, mountainous areas, border areas, and islands according to Resolution 06. I was able to borrow 120 million VND, with low interest rates, long loan periods, and simple procedures. This capital source is really important for ethnic minorities to develop their economy.
Mr. Duong Phuc Thim (Khe Tien village, Hoanh Mo commune) chose to develop tourism associated with preserving national cultural identity. Using policy credit loans, he invested in building Huong Hoi Que homestay. Therefore, I want my homestay to have a mark, truly like a cozy traditional house of the Dao people, creating a space for tourists to experience the indigenous culture. Tourists will experience many unique cultural and tourism activities such as watching ethnic cultural performances, enjoying traditional dishes of the Thanh Phan Dao people, trekking through the forest in Dong Van and visiting the lives of the people in the village... The policy credit capital not only helps me realize my dream of getting rich, but also preserves, conserves and promotes the national cultural identity.
Also from the loan capital under Resolution 06, Ms. Tran Thi Van (Pac Pung village, Binh Lieu commune) became the pioneer in bringing Korean milk grapes to grow. Immediately after investing in buying the seeds, Ms. Van built a greenhouse, installed the trellis, pulled irrigation pipes... without hiring workers to save costs. However, the total cost was still 500 million VND. To have funds to invest in infrastructure, she accessed policy credit capital under Resolution 06.

Are not Not only selling fruit, Ms. Van's vineyard is also an attractive destination for locals and tourists inside and outside the province. Ms. Van shared: In the early days of starting a business, if there was no policy credit capital, my family would definitely not have the vineyard today. The vineyard not only brings in an income of 300-400 million VND/year, but also creates jobs for 5-7 local workers. From the effectiveness of this vineyard, the family continues to rent more land to invest in a new garden of 5,000m2 , and at the same time researches a model of growing yellow-fleshed watermelons, making the most of the land area and increasing income.
Today's achievements are not only changing people's thinking, improving their income and living standards, but also turning the desire to get rich into reality in the delta region.
