Creating the best conditions for children's holistic development and providing them with a safe and healthy living environment is a priority for the Party, the State, and the people. Contributing to this goal, many projects participating in the 3rd Ho Chi Minh City Innovation Award have offered solutions for protecting, caring for, and educating children; and creating a safe, healthy, and friendly living environment for children and women.
A safe destination for victims of violence.
Recently, Ms. HT sought help from the "One-Stop Shop Model for Supporting Women and Children Affected by Violence" at Hung Vuong Hospital (District 5, Ho Chi Minh City). Ms. HT shared that since her husband's infidelity was discovered by his wife, his personality has changed; he frequently beats her and verbally abuses their children. Having learned about the model for supporting women who have experienced domestic violence, she sought advice on how to resolve the situation.
Ms. HT is one of more than 10 victims who have sought assistance from the "One-Stop Shop Model for Supporting Women and Children Affected by Violence" over the past two months, since the model began operating at Hung Vuong Hospital. This is a pilot model in Ho Chi Minh City that receives, screens, treats, counsels, and provides on-site services for women and children who have experienced violence or sexual abuse.
This model was established jointly by the Ho Chi Minh City Department of Labour, Invalids and Social Affairs, Hung Vuong Hospital, and the United Nations Entity for Gender Equality and Women's Empowerment in Vietnam (UniWoman).

According to Le Van Thinh, Director of the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs, the model is a safe destination, a place for intervention, assistance, and provision of essential, comprehensive, and appropriate service packages for each victim in Ho Chi Minh City. The new aspect of the model is that instead of victims having to go to many places to seek support as before, now women and children who have experienced violence only need to go to this one-stop model to receive free medical care, psychological counseling, and legal services.
According to lawyer Tran Thi Ngoc Nu, Head of the Lawyers' Branch (Ho Chi Minh City Association for the Protection of Children's Rights), in the past, when abused or assaulted, children had to go to many places to seek help, give statements, and undergo examinations… This process was lengthy and exhausting for the children, leading many victims to remain silent and not speak out. Now, with the one-stop model, victims only need to go to one place to receive quick support, the process is streamlined, and the victim's identity is kept confidential.
To help women and children become aware of the one-stop service model, socio- political organizations and associations are conducting awareness campaigns down to the neighborhood level. This ensures that women and children who experience violence or abuse can find the right place to receive help. This is a new solution, unprecedented in Vietnam.
Information channel that is close to students.
Due to conflicts with her parents, TN, a student at a junior high school in District 3, Ho Chi Minh City, contemplated self-harm. Fortunately, TN promptly sought help from an online school counseling service and received support from a psychologist. After a period of effort, TN overcame her difficult situation, rediscovered her self-worth, and regained her family's affection.
According to Pham Dang Khoa, Head of the Education and Training Department of District 3, based on the goal of building happy schools that the District 3 Education and Training sector aims for, along with the reality that many students face difficulties in mental health as well as difficulties in learning and communication, the Education and Training sector needs a channel to listen to and promptly help students overcome difficulties and confidently grow and mature each day.
In response to practical issues, at the end of 2022, the District 3 Department of Education and Training established an online counseling service on the website www.quan3.tamlyhocduong.org and a "District 3 School Psychology" application on the Android platform. Here, students can log in and chat with a team of psychology experts. For less serious issues, experts provide support during the online chat. For more difficult problems, experts invite students to one of five school counseling rooms for in-person consultation.
“The online counseling service has ‘reached’ the needs of students, aligning with their trends and interests, and has now become a familiar information channel for each student,” said Mr. Pham Dang Khoa. To date, this information channel has received thousands of visits. The channel has received and supported 250 cases, including psychological counseling for 94 cases.
The establishment of the online counseling room has contributed to strengthening the relationship between family, school, and society in providing comprehensive care for students, maintaining the trust of families and society in the school; and mobilizing all resources inside and outside the school to care for students.
