Requirements on foreign language proficiency for preschool and general education teachers are specified in Circulars No. 01, 02, 03, 04/2021/TT-BGDDT and amended and supplemented in Circular No. 08/2023/TT-BGDDT as follows: “… have the ability to use foreign languages or use ethnic minority languages according to job position requirements”.
Thus, the Ministry of Education and Training does not require teachers to have a foreign language certificate. However, if the local authority determines that your job position requires the ability to use a second foreign language, you must comply with the requirements of the job position.
In addition, you need to note Clause 3, Article 14 of Circular No. 13/2024/TT-BGDDT stipulates: "For standards that do not have evidence such as diplomas, certificates, certifications, decisions, certificates of merit, certificates of merit, topics, projects or products applied in education , teaching students and related documents, the evidence is the assessment record, comments on the ability to meet those standards of the professional group, subject group or equivalent and confirmed by the head of the educational institution directly managing and using the teacher".
Thus, the head of the educational institution is confirmed in the assessment report, commenting on the ability to meet the standards for teachers, including standards related to the ability to use foreign languages as required by the job position.
In addition, Clause 1, Article 14 of Circular No. 13/2024/TT-BGDDT stipulates: “In case a teacher has one of the diplomas and certificates specified in Clause 3, Article 9 of Decree No. 115/2020/ND-CP, which has been amended and supplemented in Clause 4, Article 1 of Decree No. 85/2023/ND-CP, he/she is determined to meet the standards on foreign language proficiency or ethnic minority language proficiency of the professional title category registered for promotion consideration”.
In which, there are cases where the professional graduation certificate with the required output standard in foreign languages is equivalent to or higher than the foreign language standard required by the job position. Thus, the locality can base on the foreign language output standard of the training institution that issues the graduation certificate to the teacher to determine or coordinate with the training institution to determine.
