Requirements on foreign language proficiency for preschool and primary school teachers

I am an English teacher. When considering teacher promotions, my school requires teachers to have a second foreign language. Is this requirement correct? (xuanlan***@gmail.com)

The requirements for foreign language proficiency for preschool and primary school teachers are stipulated in Circulars No. 01, 02, 03, and 04/2021/TT-BGDĐT, and amended and supplemented by Circular No. 08/2023/TT-BGDĐT as follows: “… must be able to use a foreign language or a minority ethnic language as required by the job position.”

Therefore, the Ministry of Education and Training does not require teachers to have a foreign language certificate. However, if the competent authority at the local level determines that your job position requires the ability to use a second foreign language, then you must comply with the requirements of that job position.

In addition, please note Clause 3, Article 14 of Circular No. 13/2024/TT-BGDĐT, which stipulates: “For standards that do not have supporting evidence such as diplomas, certificates, decisions, commendations, projects, or products applied in education and teaching students, and related documents, the evidence shall be a record of evaluation and comments on the ability to meet those standards by the professional team, subject group or equivalent, and confirmed by the head of the educational institution directly managing and employing the teacher.”

Thus, the head of the educational institution confirms in the evaluation report the ability to meet the standards for teachers, including standards related to foreign language proficiency as required by the job position.

Furthermore, Clause 1, Article 14 of Circular No. 13/2024/TT-BGDĐT stipulates: “In cases where a teacher possesses one of the diplomas or certificates specified in Clause 3, Article 9 of Decree No. 115/2020/ND-CP, as amended and supplemented by Clause 4, Article 1 of Decree No. 85/2023/ND-CP, they shall be determined to meet the standards regarding foreign language proficiency or proficiency in ethnic minority languages ​​for the professional title category for which they are applying for promotion.”

In some cases, a professional diploma with a foreign language proficiency requirement, as stipulated by regulations, may be considered equivalent to or higher than the foreign language proficiency required for the job position. Therefore, localities can determine this based on the foreign language proficiency requirements of the training institution that awarded the diploma to the teacher, or coordinate with the training institution to determine it.
