In the Announcement, the Deputy Prime Minister commended the efforts of ministries and localities in overcoming difficulties and proactively implementing tasks and solutions in administrative procedure reform. He also acknowledged the role of member agencies of the Advisory Council in promptly providing information on obstacles and difficulties related to mechanisms, policies, and administrative procedures that hinder the business activities of enterprises and the lives of the people.
However, it must be frankly acknowledged that the implementation of some tasks by ministries and localities has been slow, affecting the overall reform efforts of the Government .

To overcome these limitations, the Deputy Prime Minister outlined several key solutions and tasks for ministries, sectors, and localities to implement in the coming period.
Specifically, regarding the reform of regulations and administrative procedures, the Deputy Prime Minister requested ministries and localities to focus on reviewing and simplifying internal administrative procedures in accordance with Decision No. 1085/QD-TTg dated September 15, 2022, and Decision No. 104/QD-TTg dated January 25, 2024, of the Prime Minister; in which, ministries and ministerial-level agencies should continue to review, identify, and build a list of internal administrative procedures implemented at the ministry and local level in documents issued by the ministry or agency under its authority, and send it to the Government Office before May 15, 2024, for compilation and submission to ministries and localities for publication and review.
The Ministries of National Defence, Foreign Affairs, and Information and Communications are urged to promptly develop and amend legal documents within their authority to issue, such as those under the authority of the Government, the Prime Minister, and the Ministers of these ministries, in order to reduce and simplify regulations related to business activities, administrative procedures, citizen documents related to population management, and decentralize the handling of administrative procedures, thereby implementing the reduction and simplification plans approved by the Government and the Prime Minister.
The Ministry of Information and Communications prioritizes reviewing and proposing plans to reduce and simplify licenses related to business activities as listed in Decision No. 104/QD-TTg dated January 5, 2024, of the Prime Minister, and submitting them to the Government Office for compilation.
Restructure administrative procedures and public services to be people- and business-centered.
Regarding reforms to the implementation of administrative procedures , ministries, sectors, and localities:
- Strictly implement the timely, complete, and accurate publication and disclosure of administrative procedures as prescribed; 100% of administrative procedure dossiers must be received and processed on the Administrative Procedure Processing Information System and synchronized with the National Public Service Portal.
- Promote the provision of online public services, especially the provision of full-process online public services on the National Public Service Portal; restructure the processes of administrative procedures and public services in a way that puts citizens and businesses at the center.
- Implement the digitization of records and results of administrative procedures and promote the exploitation and reuse of digitized information and data. Timely review and upgrade terminal equipment at one-stop service centers at all levels to meet the requirements for digitization and data reuse as stipulated in Government Decree No. 107/2021/ND-CP dated December 6, 2021.
- Review and upgrade information systems for handling administrative procedures at the ministerial and provincial levels to ensure connectivity, data sharing, and synchronization with national databases, specialized databases, and the National Public Service Portal, serving the handling of administrative procedures for citizens and businesses while ensuring information security and cybersecurity.
- Resolving definitively the "bottlenecks" in the implementation of Project 06 at ministries, sectors, and localities as directed by the Prime Minister.
- Regularly, on a monthly basis, publish the results of the assessment of the quality of services provided to citizens and businesses on the National Public Service Portal, the ministerial and provincial-level public service portals, and the electronic information portals of ministries, sectors, and localities.
The Deputy Prime Minister also requested the Ministry of National Defence to finalize, integrate, and provide a group of interconnected online public services on the National Public Service Portal for procedures related to initial/supplementary/temporary absence/transfer of military service when changing residence or place of work/study, according to the schedule set out in Decision No. 206/QD-TTg dated February 28, 2024, of the Prime Minister.
The Ministry of Justice, in coordination with the Ministry of Foreign Affairs, will upgrade and adjust the shared civil registration and management software to ensure its synchronization across diplomatic missions and the Ministry of Foreign Affairs, as stipulated in Government Decree No. 87/2020/ND-CP dated July 28, 2020. The results of this implementation will be reported to the Prime Minister in June 2024.
The Ministry of Information and Communications, in coordination with the Ministry of Finance, the Government Office, and other relevant agencies, shall urgently issue economic and technical norms for the activities of guiding, receiving, digitizing documents, and returning results of administrative procedures at ministries, sectors, and localities, carried out by public postal service providers.
Upgrading the National Public Service Portal
The Government Office is urgently upgrading the National Public Service Portal to meet the requirements for connecting, sharing, and synchronizing data, online payments with ministries, sectors, and localities, as well as improving user experience and interaction.
The People's Committees of Hanoi, Ho Chi Minh City, Quang Ninh, and Binh Duong provinces and cities will closely coordinate with the Government Office to finalize the model document for the one-stop service center; and organize pilot implementation in 2024 with the goal of creating the most favorable conditions for people and businesses to access and carry out administrative procedures and public services regardless of administrative boundaries, maximizing the scope of receiving administrative procedures at one location based on the application of information technology, promoting digital transformation, enhancing professionalism, and emphasizing the responsibility of the one-stop service center in monitoring and urging the resolution of administrative procedures at ministries, sectors, and localities.
The Standing Agency of the Task Force - Government Office has issued a document requesting ministries, sectors, and localities to study and address the feedback and recommendations from business associations and member agencies of the Advisory Council sent to the Task Force; to coordinate with ministries, sectors, and localities to resolve obstacles and shortcomings according to their assigned functions and tasks; and to compile issues beyond their authority and report them to the Deputy Prime Minister - Head of the Task Force for consideration and direction.
