1. The Chairman of the Commune People's Committee is granted the first red book.
According to Article 5 of the Decree, the Chairman of the Commune People's Committee is officially authorized to sign and issue land use right certificates to domestic individuals, overseas Vietnamese who are Vietnamese citizens and residential communities.
In addition, the People's Committee at the commune level is also authorized to perform many other tasks such as approving compensation, support and resettlement plans; deciding on specific land prices; and deciding on the selling price of resettlement housing in the area.
2. Procedure time is shortened
The time for initial land registration has been shortened from 20 days to no more than 17 working days. Meanwhile, the time for initial certificate issuance remains the same at no more than 3 working days.
For land change registration procedures, the processing time ranges from 1-20 working days depending on each case:
- Transfer, donation, inheritance, capital contribution of land use rights: no more than 8 working days
- Change of land user information or land plot address: no more than 4 working days
- Correction of issued red book: no more than 8 working days
- Change of land use purpose: no more than 7 working days
3. You can choose where to submit your application within the same province.
According to Article 18 of the Decree, people can choose to submit land registration applications at any unit in the same province or city, instead of only submitting at the place where the land is located as before.
This regulation applies to initial land registration dossiers and dossiers of registration of changes in land and assets attached to land, helping people to be more flexible in carrying out procedures.
4. No need to confirm land is suitable for planning
When carrying out procedures for granting red books, the People's Committee at the commune level does not need to separately confirm compliance with planning, no disputes and stable land use as before.
This will help shorten processing time and reduce administrative procedures, creating maximum convenience for people when carrying out land-related procedures.
These changes are expected to contribute to improving the quality of public services, reducing waiting time and facilitating people in carrying out land procedures.
