According to forecasts, from September 9th to the night of September 10th, the mountainous and midland areas of Northern Vietnam (including Bac Ninh province) are likely to experience widespread heavy rainfall with amounts generally ranging from 70-150mm, and in some localized areas exceeding 300mm. The heavy rain could cause flooding in low-lying areas, urban areas, and industrial zones; flash floods on small rivers and streams; and landslides on slopes.

Following the directive from the Provincial Department of Agriculture and Environment regarding proactive measures to respond to heavy rain, flooding, and landslides caused by the remnants of Typhoon No. 7, on the afternoon of September 9th, in Xuan Cam commune, the commune's People's Committee leaders, in coordination with the No. 9 Dike Management Unit, inspected the sluice gates, drainage pumping stations, and vulnerable dike sections along the left bank of the Cau River in the commune.
At the same time, the local authorities deployed forces from the villages to remove water hyacinths, garbage, and other obstructions from the canals and ditches in Ngo Xa and Ngo Khong villages.

In Xuan Cam commune, the commune's People's Committee leaders, in coordination with the No. 9 Dike Management Unit, inspected the sluice gates, drainage pumping stations, and vulnerable dike sections along the left bank of the Cau River. They also deployed personnel to remove weeds, garbage, and other obstructions from the canals and ditches in Ngo Xa and Ngo Khong villages within the commune.
In mountainous communes such as Tay Yen Tu, Tuan Dao, Yen Dinh, Son Dong, and Dai Son – where flooding and landslides have recently occurred due to heavy rains – local leaders are paying special attention to inspecting, reviewing, and preparing disaster response plans based on the "four on-the-spot" principle.

According to Comrade Hoang Van Quan, Secretary of the Party Committee of Dai Son commune, the recent flood at the end of August caused 13 landslides, 27 flooded culverts, 10 households whose houses were inundated, 2 households whose houses were damaged by landslides on the hills, and dozens of hectares of fruit trees were submerged.
With a proactive approach, the Party Committee and People's Committee of the commune regularly disseminate weather information to villages and residential areas through the public address system so that people can stay informed and prepare plans to evacuate people and property from dangerous areas to safe places when necessary. The main forces on duty for disaster prevention and control, including members of the Civil Defense Command Board, police, and military personnel of the commune, are implementing a 24/7 duty plan.
On the same day, irrigation companies deployed personnel to inspect machinery and equipment, ensuring they were ready to operate and regulate water levels when necessary. They proactively pumped out excess water to prevent flooding in agricultural production areas, residential areas, and industrial zones and clusters in the communes and wards; and implemented measures to ensure the safety of reservoirs.

Workers at the Bac Ninh Drainage and Wastewater Treatment Joint Stock Company's pumping station also inspected drainage inlets on main roads at risk of flooding in Kinh Bac, Vu Ninh, and Vo Cuong wards. They also carried out dredging of accumulated waste and mud in front of the culverts to ensure smooth water flow during heavy rains.
To proactively respond to natural disasters, agencies, units, and commune/ward People's Committees should continue to closely monitor weather forecasts, and promptly, fully, and accurately inform the people in villages, hamlets, residential areas, and businesses so that they can proactively implement appropriate response measures. They should also arrange for personnel, materials, and equipment to be ready for mobilization to participate in disaster relief (if any).
The Provincial Industrial Parks Management Board has informed businesses to proactively ensure the safety of vehicles, machinery, and raw materials to avoid impacting production and business operations, and to be prepared with contingency plans in case of heavy rain and flooding.
