Bac Ninh province has implemented 51 social housing projects for low-income earners and industrial park workers, with a total land area of approximately 157 hectares.
When completed, the projects will provide approximately 3.9 million square meters of residential floor space, equivalent to more than 46,500 apartments, accommodating around 180,000 people.
These include 29 social housing projects for low-income earners, with a construction scale of 15,500 apartments, providing accommodation for 75,000 people. Of these, 21 projects have been completed, and 8 projects are currently being prepared for investment and construction.
In addition, Bac Ninh province is also implementing 22 worker housing projects, with a construction scale of 31,000 apartments, providing accommodation for approximately 105,000 people, including 7 completed projects and 15 projects currently under preparation for construction.
Recently, project owners have put nearly 1,700 worker housing units up for sale, but very few have been sold. Currently, seven projects have over 1,300 unsold units.
Developers of social housing projects in Bac Ninh province have only sold 350 out of 1,700 worker housing units so far.
According to Mr. Nguyen Tuan Dung, Deputy Director of the Bac Ninh Department of Construction, the province currently has nearly 6,000 completed social housing units, but only over 3,000 have been registered for purchase.
The reason is that social housing for workers is usually concentrated in industrial zones and export processing zones within the district or commune. Therefore, low-income people in rural areas are not allowed to buy or rent, leading to a small number of eligible buyers.
Furthermore, there's the issue of income tax. According to current regulations, individuals earning over 11 million VND must pay personal income tax. With 11 million VND per month, after deducting living expenses and sending money to family, they cannot afford to buy a house.
According to Mr. Nguyen Tuan Dung, income levels need to be considered in order for workers to be able to buy houses. Furthermore, the majority of workers are from other provinces and therefore do not have the need to buy houses, but only want to rent. Therefore, developing accommodation options would be more suitable.
“We have discussed with the Government Task Force on the type of housing for workers. This is the type of housing that workers need the most. In the future, in order to develop housing for workers, the Ministry of Construction needs to research and advise on the formation of a system of standards and regulations from the selection of investors to the planning, management, development and use of social housing, ” Mr. Dung emphasized.
According to Mr. Nguyen Tuan Dung, Deputy Director of the Department of Construction of Bac Ninh province, in order for workers to be able to buy social housing, their income level needs to be considered.
According to Mr. Dung, the difficulties in implementing the project to build at least 1 million social housing units are also related to a series of other issues, such as targets and planning work.
Regarding the standards, social housing is built with a density of 1.5 times and a land use coefficient of 1.5 times, but there are no regulations on social infrastructure standards, therefore, there is a lot of confusion during the planning implementation process.
Regarding the selling price, current regulations only allow for a single appraisal at the initial stage. However, with interest rates capped at 10% per year, by the time the project is completed, coupled with rising material costs and inflation, there are no regulations guiding price adjustments.
“In the coming time, the Ministry of Construction should study and add to the amended Law to be submitted to the National Assembly for approval, paying attention to issues related to pricing. If prices are adjusted annually, it will be a basis for businesses to further promote their participation in investing in the development of social housing, especially affordable housing,” commented a leader of the Department of Construction of Bac Ninh province.
