(DTO) With its central location in the Dong Thap Muoi region, directly connecting the Mekong Delta with Ho Chi Minh City, Dong Thap province has emerged as an important economic-defense corridor, where economic development must always go hand in hand with ensuring national defense and security in the new situation.

ECONOMIC CORRIDORS AND 5 STRATEGIC BREAKTHROUGHS
The merger of the old Dong Thap and Tien Giang administrative units not only creates a more open development space, but also shapes a completely new strategic position for Dong Thap province.

The new Dong Thap province converges both land and coastal borders, has international border gates by road, river and seaport, creating a particularly important advantage in trade connection.

The combination of these two strengths opens up an economic corridor along the Tien River stretching from the border to the estuary, based on the advantage of "river frontage" and becoming an important trade route of the region.

At the same time, the urban chain system from Hong Ngu - Cao Lanh - Sa Dec - Cai Be - My Tho - Go Cong is expected to connect into a new dynamic chain for industry, services and tourism.

Comrade Huynh Minh Tuan and Mr. Pich Sotharoth signed the minutes of agreement, agreeing on the Vietnam - Cambodia Border Trade Agreement between Dong Thap province and Prey Veng province through diplomatic channels and through agreement.

The development aspiration is clearly shown in the province's goals set for 2030: Average GRDP growth rate of 10% per year; average income per capita of 115 to 120 million VND and the goal of no more poor households in the whole province according to multidimensional standards. Dong Thap also determined to achieve a rate of 82.5% of trained workers, thereby building a foundation of high-quality human resources to meet new development requirements. And further, with a vision to 2045, Dong Thap aims to become the center of modern agriculture and eco-tourism in the Mekong Delta.

To achieve the above goals, the Resolution of the Dong Thap Provincial Party Congress for the 2025-2030 term has identified 5 strategic breakthroughs. The province identifies these as the 5 "spearheads", the 5 most important "levers" that the political system must focus all resources and intelligence to create a difference and breakthrough in development.

Dong Thap has identified five strategic breakthroughs for the coming period to create a foundation for rapid and sustainable development. First of all, a breakthrough in synchronous and modern transport infrastructure and multimodal logistics, opening up economic corridors, increasing regional connectivity and reducing costs for businesses.

Next is the breakthrough in the development of ecological, modern, high-tech agriculture associated with processing, helping to shift from agricultural production thinking to agricultural economics, forming a comprehensive agricultural value chain. Industrial breakthroughs aim for rapid, sustainable, modern development, making processing industry and high-tech industries become the main growth drivers.

In parallel, there is a breakthrough in high-quality human resources, considering people as the center, the decisive factor in the province's competitiveness. Finally, a breakthrough in science - technology, innovation and digital transformation is considered the key to improving productivity and efficiency in all fields, creating a new driving force for Dong Thap in the integration process...

NATIONAL DEFENSE - SECURITY ACCOMPANYING GROWTH
However, economic development is only sustainable when it goes hand in hand with ensuring national defense and security. With its new position, having both land borders and sea areas, Dong Thap faces higher demands in protecting sovereignty, border security and social order.

The province identifies national defense and security as an important, regular task and closely integrated into all development programs. Building a comprehensive defense posture with depth in both strategic directions; developing border gate economy but not separating it from consolidating the grassroots political system at the border; exploiting the potential of the marine economy but always associated with building a maritime militia force and protecting maritime sovereignty. Dong Thap aims to become a solid "fence" in the southwest of the Fatherland, playing an important role in stabilizing the region.

Therefore, all levels and sectors have been thoroughly informed that national defense and security are a solid foundation for socio-economic development. The military force is the pillar in maintaining peace in the peripheral areas so that people and businesses can feel secure in production, investment, and sustainable socio-economic development.

Thereby, proactively coordinate forces to grasp the situation, actively advise the Party Committee, the Military Region Command, the Border Guard Party Committee, the Provincial Party Committee, and the Provincial People's Committee to have timely response policies and solutions. At the same time, leaders raise the spirit of revolutionary vigilance, further strengthen combat readiness, promptly resolve quickly, correctly, and effectively, and avoid being passive or surprised in any situation, especially on the border...

At the same time, the provincial armed forces are always ready with forces and means to participate in overcoming the consequences of natural disasters and epidemics; promptly respond and overcome, limiting losses and damage to people and property of the people.

At the same time, closely coordinating with patrol and control forces contributes to maintaining political security and social order and safety in the area. The armed forces actively participate in social security programs, helping people in border areas, building a solid "People's Hearts" position, turning people into "living milestones", the most vigilant "eyes and ears" for the front line...

To build a solid national defense and defense zone posture of the province, meeting the requirements of protecting the Fatherland in the new situation, Colonel Nguyen Viet Thang, Political Commissar of the Provincial Military Command, said that in the coming time, the province will increase investment in building infrastructure and defense works associated with socio-economic development according to the characteristics of each locality, creating a complete military posture, promoting overall effectiveness in the defense zone; prioritizing the construction of a system of combat works in border areas, coastal areas and key defense areas, ensuring compliance with planning and practical conditions.

In particular, it is important to focus on building a strong Commune-level Military Command, capable of advising and organizing the implementation of local defense and military tasks at the grassroots level; leading and directing the organization of well-organized drills in defense zones, civil defense, natural disaster prevention and control, search and rescue; promoting the role of the Border Guard Command and the Regional Defense Command; establishing a close and smooth coordination mechanism between the forces and Party committees and authorities in performing military and defense tasks, thereby improving the capacity for leadership, direction and coordination in combat in defense zones.

In addition, it is necessary to strengthen and expand solidarity and friendship with the government, people and armed forces of provinces in the Kingdom of Cambodia in many fields, especially friendly exchanges, border management, search and rescue, and the collection of martyrs' remains.

Along with that is promoting cooperation in developing transport infrastructure, enhancing border exchanges, trade of goods, promptly resolving arising issues. Thereby, creating a peaceful and stable environment, promoting economic development in border areas and building a stable and friendly Dong Thap - Cambodia border, becoming a bridge for cooperation in economic - cultural - social development, associated with ensuring national defense, maintaining national border sovereignty.

At the same time, it is necessary to improve the capacity to manage and monitor sea areas; focus on investing in and deploying coastal monitoring systems; pay attention to planning and developing transport infrastructure connecting coastal areas with the inland, mainland, and neighboring provinces to meet the requirements of developing the marine economy and ensuring national defense and security in new conditions.
