Implementing the theme of the year: "Breakthrough in economic development, creating momentum for the new term", the growth of gross regional domestic product (GRDP) in the first 6 months of Quang Ninh province is estimated to increase by 11.03%, ranking 3rd in the country. Of which, the industrial and construction sector is estimated to increase by 11.48%; the service sector is estimated to increase by 13.03%; the total number of tourists is estimated to reach 12.08 million, up 16% over the same period, total tourism revenue increased by 31%; export turnover increased by 15.2% over the same period. The agricultural, forestry and fishery sectors all achieved and exceeded the 6-month plan targets.
Total state budget revenue in the first 6 months is estimated at VND 30,057 billion, equal to 54% of the central budget estimate, equal to 52% of the provincial budget estimate, of which domestic revenue reached VND 21,100 billion, equal to 56% of the estimate. Disbursement of public investment capital reached 34.3% of the plan assigned at the beginning of the year, higher than the same period in 2024. In the first 6 months, the whole province also had 1,150 newly established enterprises, an increase of 22% over the same period. Attracting domestic and foreign investment capital was 13.4 times higher than the same period.
In the context of implementing the "dual goal" of streamlining the organizational apparatus, merging commune-level administrative units, implementing a two-level local government, and promoting economic development and maintaining growth momentum, the results achieved in the first 6 months of the year are extremely positive, reflecting the efforts, endeavors, and high determination of the province and its departments, branches, and localities.
However, to realize economic growth of 14% or more and complete the 2025 goals, the tasks in the last months of the year are still quite heavy, requiring new, timely policies that are suitable to the actual situation, especially when communes, wards, and special zones have been formed after the merger.
In that situation, at the 29th Session (regular session in mid-2025) of the 14th Provincial People's Council, term 2021 - 2026, held in 2 days (July 16-17), the results of socio-economic development tasks in the first 6 months of the year will be discussed and evaluated, recognizing and identifying shortcomings and limitations that need to be overcome, and at the same time agreeing on key tasks for the last 6 months of the year, resolving policies and tasks for economic development to make a breakthrough, contributing to completing the goals of 2025.
The Provincial People's Council delegates will review and comment on 22 reports of the Standing Committee, the Provincial People's Council Committees, the Provincial People's Committee, and relevant agencies and are expected to pass 19 submissions and 20 resolutions. In particular, they will discuss, contribute opinions, and resolve important contents, such as: Resolution on measures to implement socio-economic development goals for the last 6 months of 2025; Resolution on approving the list of land acquisition projects, approving the adjustment of project names, areas, acquisition areas, and land use purpose changes of a number of projects approved by the Provincial People's Council for land acquisition and land use purpose changes (phase 4, 2025); Resolution on approving the adjustment of investment policies for group A projects under the authority of the Provincial People's Council; Resolution of the Provincial People's Council stipulating preferential regimes for land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive sectors and occupations) or in investment incentive areas while meeting the conditions in the list of types, scale criteria, socialization standards decided by the Prime Minister or non-profit projects in Quang Ninh province; Resolution deciding on investment levels, investment support from the state budget to implement a number of investment policies in forestry in Quang Ninh province; Resolution approving the list of land plots expected to implement pilot projects in Quang Ninh province according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly...
In addition to resolutions on socio-economic development, the 29th Session of the 14th Provincial People's Council will also discuss and resolve many contents related to social security policies, attracting and supporting human resources in science, technology, innovation and digital transformation; policies related toeducation - training, health care, etc.
Believing that, with careful preparation in all aspects, along with careful research, enthusiasm and responsibility of the People's Council delegates, the 29th Session of the 14th Provincial People's Council, term 2021-2026, will discuss, resolve and issue timely, correct and effective policies and guidelines to promote socio-economic development, completing the growth target that Quang Ninh province has set for 2025.
