The Central Organizing Committee is seeking feedback on the draft amendments to the Regulations on Elections within the Party.

On the morning of August 20th, the Central Organizing Committee held an online conference to gather feedback on the draft amendments to Decision No. 244 dated June 9, 2014, of the 11th Central Committee promulgating the Regulations on Elections within the Party (hereinafter referred to as the Election Regulations). Comrade Nguyen Quang Duong, Member of the Central Committee of the Party and Deputy Head of the Central Organizing Committee, chaired the conference. The conference was connected with 33 Provincial and City Party Committees directly under the Central Committee.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, presided over the conference at the Ninh Binh provincial branch. Also attending were Comrade To Van Tu, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Organization Department; leaders of the Provincial Party Organization Department, district and city Party committees, and affiliated Party committees.

Over the past period, the dissemination and implementation of the Central Committee's Regulations and the Secretariat's Guidelines on election regulations and related central documents have been given attention and seriously implemented by Party committees and organizations at all levels, especially regarding new points compared to the regulations and guidelines of the previous term. Party committees, organizations, and cadres and Party members have fully understood the position and importance, and have shown high agreement and consensus with the contents of the election regulations and the Central Committee's guidelines.

The Central Committee and Party committees at all levels have proactively and actively implemented the specifics of the Election Regulations, linking them with the leadership and guidance of personnel work for Party congresses at all levels and cadre work in accordance with the Politburo 's Directive and the Central Committee's regulations and guidelines. Some unclear aspects of the Election Regulations have been promptly and specifically addressed by the Central Committee, meeting practical requirements and creating favorable conditions for implementation.

The content of the election regulations is fundamentally consistent with the regulations and guidelines of the Central Committee, ensuring the principles of organization and operation of the Party, easy to implement, and represents a new step forward in expanding democracy while simultaneously tightening discipline and order. It clearly defines the responsibilities of organizations and individuals in elections, resolves obstacles in election work from previous terms, and makes a significant contribution to the success of Party congresses at all levels, building a contingent of Party cadres and the political system, thereby enhancing the leadership capacity and fighting strength of Party organizations and members.

However, in practice, the election regulations have encountered difficulties and shortcomings after 10 years of implementation. Based on this, localities have proposed and suggested amendments and additions to some provisions to ensure suitability.

Comrade To Van Tu, Head of the Ninh Binh Provincial Party Committee's Organization Department, delivered a speech and offered his comments at the conference.

At the conference, Comrade To Van Tu, Head of the Ninh Binh Provincial Party Committee's Organization Department, and other delegates contributed many suggestions for supplementing and amending the Party's election regulations. They unanimously agreed on the following principles for supplementation and amendment: Adherence to the Party Charter and the Resolution of the 13th National Congress of the Party; strengthening leadership and upholding the Party's principles, especially the principle of democratic centralism; ensuring overall coherence, unity, and interconnectedness with other Party documents; stability, continuity, and development; and suitability to the practical situation and requirements of Party building in the new context; expanding democracy must go hand in hand with tightening discipline and order within the Party; clearly defining the responsibilities of Party committees, Party organizations, committee members, congress delegates, and Party members in the nomination and candidacy process; and ensuring strict adherence to the procedures for nomination and candidacy, as well as fairness in the nomination and introduction of personnel for election.

Inheriting the relevant content of the current Party Election Regulations; updating the content of the Regulations on the Implementation of the Party Charter, Directive No. 35-CT/TW dated June 14, 2024 of the Politburo , and Guidance No. 03 dated March 20, 2020 of the Secretariat; editing and restructuring some content, and rephrasing some wording to ensure clarity, ease of understanding, and ease of implementation, but without changing the essence of the Party Election Regulations…

In addition, delegates also offered suggestions on several specific articles and clauses, such as the duties of the delegate credentials verification committee of the congress, regulations on the number of candidates and the electoral list; candidacy and candidacy procedures; nomination and nomination procedures, etc.

Concluding the conference, Deputy Head of the Central Organization Department Nguyen Quang Duong thanked, acknowledged, and highly appreciated the responsible opinions of the localities, and the opinions stemming from the practical implementation of the election regulations. The opinions expressed at the conference will be incorporated into the draft, which will then be submitted to the competent authorities for consideration and decision.

Speaking at the Ninh Binh branch, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized the province's key tasks in the coming period, especially the preparation for the Party Congresses at all levels for the 2025-2030 term. He noted that the preparation for the Party Congresses at all levels for the 2025-2030 term is taking place in the context of the province's administrative unit restructuring, therefore a cautious and systematic approach is necessary.

Party building and organization sectors at the provincial level need to closely adhere to Directive 35 of the Politburo on party congresses at all levels leading up to the 14th National Congress of the Party. Based on this, they should continue to uphold their role and responsibility in advising Party committees on directing and implementing the directives. They should focus on effectively advising on the review, evaluation, and preparation of personnel resources, and selecting pilot units for organizing the congresses.

In addition, focus on advising and directing the work of developing Party members and establishing Party organizations in non-state enterprises, ensuring the completion of the Party membership recruitment targets of the entire provincial Party committee for the 2020-2025 term…
