Ensuring interconnectedness and synchronization in digital transformation activities.

The government requires the interconnection and synchronization of information systems through a shared data sharing platform, while ensuring the protection of state secrets and personal data during the digital transformation process.

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 1562/QD-TTg dated July 18, 2025, on ensuring interoperability, synchronization, and confidentiality of state secrets in the digital transformation activities of the entire political system.

The decision states that interoperability and synchronization through shared data platforms must ensure compliance with national technical standards and regulations, and must be interconnected and synchronized across shared platforms (Data sharing and coordination platform; National data integration and sharing platform; Ministry-level and provincial-level data integration and sharing platform).

Interoperability and synchronization serving digital transformation are closely linked to protecting state secrets, ensuring information security, cybersecurity, data protection, and compliance with current legal regulations.

According to the Decision, the technical requirements for the infrastructure connecting the Dedicated Data Transmission Network are that it is an interconnected, synchronized, and state-secret infrastructure for the digital transformation activities of Party, State, and Fatherland Front agencies (referred to as Party and State agencies).

The connectivity infrastructure is invested in and developed in a modern, advanced, unified, centralized, seamless, broadband, high-speed, secure, redundant, and scalable manner, meeting the requirements of Government Resolution No. 71/NQ-CP and the Digital Infrastructure Strategy to 2025, with orientation to 2030, as outlined in Prime Minister 's Decision No. 1132/QĐ-TTg dated October 9, 2024.

The dedicated data transmission network for interoperability and synchronization between information systems and databases of Party and State agencies shall utilize a minimum of two fiber optic transmission channels in two different physical directions with connection equipment that ensures high bandwidth and speed.

Comply with the regulations on connectivity infrastructure as stipulated in Article 27 of Government Decree No. 47/2020/ND-CP, Article 7 of Decision No. 8/2023/QD-TTg, and the Vietnam Digital Government Architecture Framework model.

The decision states: Data must comply with national technical standards and regulations, and be interconnected and synchronized across shared platforms (Data sharing and coordination platform; National data integration and sharing platform; Ministry-level and provincial-level data integration and sharing platforms).

Party and State agencies utilize shared platforms (Data sharing and coordination platform; National data integration and sharing platform; Ministry-level and provincial-level data integration and sharing platform) or other unit-specific shared platforms to interconnect and synchronize data in internal digital transformation activities.

The interoperability and synchronization of data, platforms, and information systems between Party and State agencies must be identified and authenticated in accordance with Article 40 of Decree 47/2020/ND-CP and other relevant legal regulations.

The method of data interoperability, platform sharing, and information systems between Party and State agencies shall be implemented in accordance with the provisions of Article 23 of Government Decree No. 47/2020/ND-CP and other relevant legal regulations; and in line with the Vietnam Digital Government Architecture Framework.

Information systems and data centers involved in interoperability and synchronization must be approved for information system security level, fully implement information security assurance plans according to the approved level proposal, and comply with regulations on information security assurance as stipulated in Government Decree No. 85/2016/ND-CP.

Interconnected and synchronized activities falling within the scope of state secrets must comply with the regulations of the law on the protection of state secrets and cryptography.

State secret data, when interconnected and synchronized, is classified and encrypted using cryptographic security solutions according to the appropriate level of secrecy and processed on systems that meet the corresponding security requirements, as approved by the competent authority.

The agency in charge of managing data, platforms, and information systems shall take the lead in developing plans and organizing the implementation of data interoperability within its scope of management, ensuring measures to protect personal data and state secrets in accordance with the law.
