The secret to leading in service index for people in the mountainous commune of Yen Hoa

Implementing a two-level local government and operating the Public Administration Center has faced many difficulties, but the mountainous commune of Yen Hoa has been prepared from the very first days. Thanks to that, after more than 3 months of implementation, Yen Hoa commune has always been at the top of the evaluation list of communes and wards implementing public administrative services.

Arriving at the Public Administration Center of Yen Hoa commune on a day at the end of October, from early morning, there were already quite a few people bringing documents to complete procedures.

Ms. Moong Thi Thanh from Xop Kha village was present at the Yen Hoa Commune Public Administration Center to declare and complete the procedures for receiving support for livestock losses due to disease outbreaks. Ms. Thanh has a smartphone, but she had never accessed administrative procedures via phone before, so she felt awkward and shy at the commune office. Upon seeing the citizen arrive, Ms. Nguyen Thi Quy, an officer at the commune's Public Administration Service Center, understood her feelings and proactively inquired about her situation and guided Ms. Moong Thi Thanh through the declaration process. Ms. Thanh's granddaughter, a high school student, also sat beside her, listening to the instructions so she could assist her later.

Ms. Nguyen Thi Quy guided Ms. Thanh on how to use her smartphone to access and complete the declaration process, helping her understand the new, modern administrative procedures. “Before, I always had to bring my documents to the commune office and ask the officials for help. Now, so many changes have occurred, and I’ve switched to doing it on my phone, so I was very hesitant because I didn’t know how. But now, thanks to the officials guiding me step by step, and with my grandchild sitting alongside me, I feel reassured and gradually become familiar with it,” said Ms. Moong Thi Thanh.

In the morning, nearly 20 people came to complete administrative procedures. Mr. Luong Van Chom from Canh Tang village expressed that thanks to the meticulous guidance from the one-stop service staff, he completed the procedures in less than an hour and happily went home. Mr. Mong Van Vien – Vice Chairman of the People's Committee of Yen Hoa commune and Director of the Public Administration Center of Yen Hoa district – said that most people are unfamiliar with the new regulations, especially accessing the national public service portal to register. Therefore, most of the Center's staff have to guide them step by step. Some people who have done it a few times only need a reminder to remember and do it themselves.”

Proactively allocate personnel and leverage the digital transformation team.

According to the summary table of the Provincial People's Committee's assessment results of the Citizen and Business Service Index, in July 2025, Yen Hoa commune ranked 1st out of 130; in August 2025, it ranked 3rd (92.6 points), after Keng Du commune (1st - 93.04 points) and Chau Tien commune (2nd - 92.02 points). Also in this regard, in the third quarter of 2025, Yen Hoa commune ranked 2nd with 89.35 points, after Nhan Hoa commune (89.46 points). Regarding the results of monitoring the rate of timely and on-time processing of applications, Yen Hoa was also ranked among the top communes with the highest scores in July, August, and September 2025.

"In October alone, due to the impact of typhoon number 10, the commune experienced power outages and internet service disruptions for more than a week, halting all activities and consequently reducing the scoring results," said Mr. Mong Van Vien.

Speaking about the "secret" to quickly adapting after the new commune-level administrative apparatus, based on the two-tiered local government model, came into operation, Mr. Dau Duc Truyen - Chairman of the Commune People's Committee - said that it was the proactive approach in selecting and assigning personnel and staff to the Public Administration Center. Following that, it was crucial to quickly establish and maximize the activities of community-based digital transformation teams.

Regarding the selection and placement of officials, Mr. Dau Duc Truyen added that, having previously worked in many positions at the district level, he understands the important steps that need to be implemented and the requirements to ensure the work of the administrative reform sector.

Therefore, immediately after the establishment of the new commune, the Standing Committee of the Commune Party Committee proactively selected capable cadres who met the requirements of the job positions. And in practice, after more than 3 months of operation, the cadres, civil servants, and public employees at the Public Administration Center have effectively fulfilled their roles and completed their tasks well thanks to their dynamism, enthusiasm, and solid professional skills. For example, comrades Nguyen Thi Quy, Lo Thi Kim Chi, Mong Van Vien, etc.

After assigning tasks, the commune leaders also disseminated information and encouraged the spirit of overcoming difficulties so that each official and party member would strive to complete their duties well.

For the community-based digital transformation teams, immediately after the new commune came into operation, the Commune People's Committee restructured and made these teams more active. Members worked tirelessly, regardless of holidays or adverse weather conditions, to travel to villages and hamlets to disseminate information and guide the people. Throughout the process, the assigned commune leaders closely monitored progress, encouraged, and supported the teams in successfully carrying out their tasks.

“The new administration in Yen Hoa, besides lacking sufficient staff, faces the challenge of many people working far from home and family, facing inadequate living and working conditions. However, they have made great efforts, encouraging and supporting each other to overcome difficulties with a high sense of responsibility, which has led to such achievements. Especially during natural disasters like storms and floods, many people set aside their personal affairs and devoted their energy to caring for the people and completing their tasks. It can be said that unity, solidarity, and effort are the greatest achievements, and we will continue to build upon this to best fulfill our assigned duties,” affirmed the Chairman of the Yen Hoa Commune People's Committee.
