Coming to the Public Administration Center of Yen Hoa commune on a day at the end of October, from early morning, there were quite a few people bringing documents to do the procedures.
Ms. Moong Thi Thanh in Xop Kha village was present at the Yen Hoa Commune Public Administration Center to declare and complete procedures to receive support for livestock damaged by the epidemic. Ms. Thanh has a smartphone, but she has never accessed administrative procedures on the phone, so she was very clumsy and shy when coming to the commune committee. As soon as she saw the citizens coming, Ms. Nguyen Thi Quy - an officer of the Commune Public Administration Service Center, understood the psychology of the people, so she proactively asked and guided Ms. Moong Thi Thanh through the steps of the declaration procedure. Accompanying Ms. Thanh was her niece, a high school student, who also sat next to her to listen to instructions to help her later.
Ms. Nguyen Thi Quy has just guided Ms. Thanh to use a smartphone to access and complete the declaration steps, thereby also helping her understand the new, modern administrative procedures. “Before, I always brought the documents to the commune and asked the commune officials to help me and do it for me. Now there are so many changes, switching to doing it on the phone, so I was very shy and didn't know how. But now, thanks to the officials showing me step by step, and with my grandchild sitting and studying with me, I feel secure and gradually get used to it,” said Ms. Moong Thi Thanh.

In the morning, there were nearly 20 cases coming to do administrative procedures. Mr. Luong Van Chom in Canh Tang village expressed that thanks to the meticulous guidance of the one-stop staff, he completed the procedures in less than an hour and happily left. Mr. Mong Van Vien - Vice Chairman of the Commune People's Committee, Director of the Public Administration Center of Yen Hoa said that most people are not familiar with the new regulations, especially accessing the national public service portal to register. Therefore, most of the Center's staff have to hold hands and show them how to do it. Some people have done it a few times, so they only need to be reminded to remember and do it themselves.
Proactively arrange personnel and promote digital transformation teams
According to the summary table of the Assessment Results of the People and Business Service Index of the Provincial People's Committee, in July 2025, Yen Hoa commune ranked 1/130; in August 2025, it ranked 3rd (92.6 points), after Keng Du commune (1st - 93.04 points) and Chau Tien (2nd - 92.02 points). Also in this content, in the third quarter of 2025, Yen Hoa commune ranked 2nd with 89.35 points, after Nhan Hoa commune (89.46 points). Regarding the results of monitoring the rate of files processed on time and within the deadline, in July, August, and September 2025, Yen Hoa was also evaluated at the top with the highest score.

“In October alone, due to the impact of storm No. 10, the commune lost power and internet signal for more than a week, all activities were suspended, so the scoring results decreased,” said Mr. Mong Van Vien.
Talking about the “secret” to catching up right after the new commune apparatus following the 2-level local government model came into operation, Mr. Dau Duc Truyen - Chairman of the Commune People's Committee said that it was the initiative in selecting and arranging human resources and staff for the Public Administration Center. Next was the early establishment and maximization of the activities of community digital transformation teams.
Regarding the selection and arrangement of staff, Mr. Dau Duc Truyen added that he had worked in many district-level positions before, so he understood the important steps that needed to be implemented and the requirements to ensure the work of the administrative reform sector.

Therefore, immediately after the establishment of the new commune, the Standing Committee of the Commune Party Committee proactively selected qualified cadres, suitable for the requirements of the job position. And in reality, after more than 3 months of operation, the cadres, civil servants and public employees at the Public Administration Center have promoted their roles well, completed their tasks well thanks to their dynamism, enthusiasm and quite solid professional skills. After arranging the work, the commune leaders also disseminated and encouraged the spirit of overcoming difficulties so that each cadre and party member could strive to complete their tasks well.
As for the community digital transformation teams, right after the new commune started operating, the Commune People's Committee has reorganized and made the digital transformation teams more active. The members have not bothered about holidays or adverse weather to go to the villages to propagate and guide the people. During the implementation process, the assigned commune leaders also closely followed the progress, encouraged and supported the teams to perform their tasks well.

“In addition to the lack of staffing, the new government apparatus in Yen Hoa has many people working far from home and family, and living and working conditions are still lacking. However, they have made great efforts, tried to encourage and support each other to overcome difficulties with a high sense of responsibility to achieve such results. Especially during natural disasters and floods, many people put aside their personal work, devoted themselves to taking care of the people, and worried about completing the work. It can be said that the consensus, solidarity and efforts are the greatest results and we will continue to promote them to best complete the assigned tasks” - Chairman of Yen Hoa Commune People's Committee affirmed.
