
Speaking at the Conference, Chairman of Dien Bien Provincial People's Committee Le Thanh Do emphasized that the policy of seconding civil servants and public employees to work in communes and wards is a step that demonstrates the vision and innovation in the province's personnel work. This is not only a solution to enhance the capacity of the grassroots, meeting the requirements of the tasks in the new period, but also an opportunity for the team of cadres, civil servants and public employees to be trained, mature from practice, and be more closely connected with the people and the practical life of the grassroots. The secondment not only contributes to overcoming the shortage of human resources, but is also a breakthrough in innovation in management thinking, in the approach and development of the team of cadres.
For the People's Committees of communes and wards receiving seconded civil servants and public employees, the Chairman of the People's Committee of Dien Bien province requested local leaders to assign appropriate work, promote the capacity and strengths of each person; pay attention to and create the most favorable conditions in terms of working environment, accommodation and living conditions for civil servants and public employees. Departments, branches and units with seconded civil servants and public employees need to ensure full regimes, policies and benefits for cadres; regularly coordinate with localities to monitor, grasp, support and promptly remove difficulties and obstacles. After the secondment period, there should be policies to encourage, acknowledge, prioritize consideration, planning and appointment for comrades who have excellently completed their tasks.

As a civil servant receiving the Decision on secondment to Sam Mun commune, Mr. Nguyen Quang Dung, from the Infrastructure Management Department of the Department of Construction, shared: He deeply understands that being selected to participate in this secondment is both an honor and a challenge, an opportunity to practice, mature, and contribute to the development of his homeland Dien Bien. He promises to promote the highest spirit of responsibility, solidarity, and creativity; to bring all his capacity, experience, and enthusiasm to work with the leadership team and local agencies and units to successfully complete the assigned tasks.

According to the Department of Home Affairs of Dien Bien province, as of October 1, 2025, the total number of cadres and civil servants in communes is 2,952 people. Statistics show that the total number of cadres and civil servants is currently in excess of the prescribed norm, but in reality, in communes, there is a situation of "both excess and shortage" of working personnel. The surplus of cadres and civil servants is due to the transfer of all cadres and civil servants in old communes to new communes after the merger (especially in communes merged from 3 or more old communes or in communes in the old district center), so the total number of cadres and civil servants is more than the prescribed norm.
However, in communes with unfavorable geographical locations and difficult socio -economic conditions, there is a shortage of human resources, such as Xa Dung, Pu Nhi, Tia Dinh, Nam Nen... (lacking from 10 to 16 people). Many communes (such as Xa Dung, Tia Dinh, Phinh Giang, Nam Nen, Pa Ham, Thanh An...) have a situation of both a shortage of quantity and a shortage of civil servants in specialized fields requiring in-depth expertise. Most of the cadres and civil servants have university degrees, but their working capacity is still limited, especially the cadres and civil servants of the old communes before the arrangement.

Faced with that situation, the People's Committee of Dien Bien province has issued a decision to second 52 civil servants and public employees working at specialized agencies and public service units under the Provincial People's Committee to work at the People's Committees of communes and wards in the province. The secondment period is 6 months, starting from October 20, 2025. In addition, the Department of Health of Dien Bien province also increased 45 Heads of Commune Health Stations, directly advising and assisting the People's Committees of communes and wards in the area in the health sector.
