Thanh Hoa - Hua Phan (Laos) Military Command strengthens cooperation for mutual development

On the afternoon of May 22nd, in Sam Neua town, Hua Phan province (Lao People's Democratic Republic), the Military Commands of Thanh Hoa and Hua Phan provinces held a meeting and signed an agreement on cooperation in implementing military and national defense tasks in 2023. Colonel Le Van Dien, Member of the Standing Committee of the Provincial Party Committee and Commander of the Thanh Hoa Provincial Military Command, and Colonel Phan Sy Xon My Xay, Political Commissar of the Hua Phan Provincial Military Command, co-chaired the meeting. Representatives from the heads of departments and agencies of the Military Commands of both Thanh Hoa and Hua Phan provinces also attended the meeting.

The Military Commands of Thanh Hoa and Hua Phan provinces signed a cooperation agreement.

During the meeting, the Military Commands of the two provinces informed each other about the economic , cultural, and social development situation, the lives of the people, especially in the field of national defense and security in 2022 and the first months of 2023.

Over the past period, with a spirit of special friendship, the leaders of the Military Commands of Thanh Hoa and Hua Phan provinces have thoroughly implemented and successfully completed the coordination of military and national defense tasks according to the Memorandum signed in 2022. These results have contributed to consolidating, maintaining, and promoting the tradition of solidarity and friendship between Thanh Hoa and Hua Phan provinces in general and the Military Commands of the two provinces in particular, contributing to maintaining peace, stability, and sustainable development in the border region.

The Thanh Hoa Provincial Military Command sent a working group to assist the Hua Phan Provincial Military Command in organizing military and political training courses for regular troops, village cluster secretaries, and militia; providing guidance on the maintenance and repair of weapons and equipment; conducting medical examinations and treatment; donating equipment for COVID-19 prevention and control; and providing material and office supplies to support the Hua Phan Provincial Military Command in carrying out its duties.

At the same time, the Party Committee, government, armed forces, and people of the ethnic groups in Hua Phan province have created favorable conditions and assisted the search and recovery team of the Thanh Hoa Provincial Military Command in searching for and recovering the remains of Vietnamese volunteer soldiers and experts who died in Hua Phan province during the war. In the 2022-2023 dry season alone, 16 graves of remains were recovered (achieving 106.66% of the set target), ensuring absolute safety.

In the coming period, the Military Commands of the two provinces will continue to coordinate and advise the Party Committees and governments of the two provinces to direct and promote propaganda work, raising awareness among the people, especially the younger generation, about the viewpoints and policies of comprehensive cooperation between Vietnam and Laos, and between Thanh Hoa and Hua Phan; strictly manage socio-economic development projects to ensure they do not affect national defense and security, the sovereignty of each country, and the special solidarity between the two countries and two provinces, contributing to further nurturing the tradition of special solidarity, friendship, and comprehensive cooperation between the two nations, two Parties, two States in general, and the two provinces of Thanh Hoa and Hua Phan in particular, making it increasingly sustainable and profound.

Continue to maintain regular and emergency exchanges of information on security and political situations, closely coordinate in propaganda, mobilization, and handling of issues related to border security; promptly detect and proactively combat the schemes and tactics of hostile forces, and maintain a peaceful, stable, and developing border.

Continue to advise the Special Task Force, local Party committees and authorities, and promote and mobilize the people of the ethnic groups in Hua Phan province to create favorable conditions for the Thanh Hoa Provincial Military Command's Remains Collection Team to successfully complete the task of surveying, searching for, and collecting the remains of martyrs during the 2023-2024 dry season and subsequent years, contributing to the successful implementation of the cooperation agreement between Military Region 4 and the border provinces of Laos and the cooperation agreement between Thanh Hoa and Hua Phan provinces that have been signed.
