According to the Department of Science and Technology (Ministry of Industry and Trade), on March 17, 2023, the Ministry of Industry and Trade and the Vietnam Academy of Science and Technology jointly signed a cooperation program on science, technology and innovation activities for the period 2023-2026, with a vision to 2030, aiming to strengthen coordination between the two units, promote the role of science and technology in supporting businesses in the industry and trade sector to quickly apply new and modern technologies to production and business practices, thereby improving productivity, quality and competitiveness.

Following the signing of the Program, the focal points of the two units, the Department of Science and Technology and the Technology Application and Deployment Board, organized working sessions to exchange ideas and agree on implementation methods; at the same time, they identified a number of priority tasks to be commissioned for implementation in the Ministry of Industry and Trade's 2023-2024 Science and Technology Plan to coordinate with the Vietnam Academy of Science and Technology.

The two units quickly established a channel for exchanging and providing information. The Ministry of Industry and Trade received, reviewed, and assigned units within VAST to carry out scientific and technological tasks, in line with the priority directions in the Program (focusing on biotechnology, environmental industry, and materials industry).

At the request of the Ministry of Industry and Trade, VAST has also actively participated in providing feedback on the Ministry's regulations: the Regulations on the Management of Science and Technology Tasks of the Ministry of Industry and Trade, the Circulars replacing the Circulars promulgating the List of Group 2 Products and Goods under the management responsibility of the Ministry of Industry and Trade… At the same time, it has introduced qualified and reputable experts to advise or participate in the Ministry's Science and Technology Councils.

In addition, communication and information dissemination on science and technology have been strengthened; the media units of both sides have closely coordinated in disseminating information on the science and technology activities of the Ministry of Industry and Trade and VAST on their official websites. VAST has provided the Industry and Trade Newspaper with information on outstanding publications and scientific and technological information from VAST when they are released.

Specifically, during the development of the 2024 Plan, the Ministry of Industry and Trade received 11 proposals from the Vietnam Academy of Science and Technology. After review by the specialized councils, the Ministry of Industry and Trade included 5 tasks in its 2024 Science and Technology Plan (4 tasks in the field of biotechnology and 1 task in the field of materials technology). The content, budget, and lead organization/project leader for these 5 tasks have been approved, but funding for implementation has not yet been allocated.

For these tasks, it is expected that when the Ministry receives additional funding, the budget will be reviewed, balanced, and allocated according to regulations. Of the five tasks, one is a pilot production project; four out of five tasks are in the field of biotechnology; and one task is in the field of materials technology. These are also tasks within the priority areas of the two units' collaborative program. The expected results of these tasks will have high applicability in enterprises within the Ministry of Industry and Trade.

In addition, the Ministry of Industry and Trade continues to assign VAST to carry out 3 tasks that were signed in 2022; with a total budget of VND 11,730 billion, to be implemented in the period 2022-2024. These are all R&D projects in the fields of biotechnology (2 tasks) and materials technology (1 task).
