The Ministry of Education and Training has issued a warning, prompting many localities to simultaneously revise their plans for the 10th grade entrance exam.

In early 2024, Quang Tri, Tuyen Quang, Vinh Long, Binh Duong, Lao Cai, and Quang Binh announced their plans for 10th grade admissions for the 2024-2025 school year, which stipulate direct admission or a bonus of 1-2 points for candidates with an IELTS score of 4.0 or higher and equivalent to be admitted to public high schools.

However, on February 23rd, the Ministry of Education and Training pointed out that the practice of localities directly admitting and adding points to candidates who have won provincial-level excellent student awards or possess foreign language certificates is not in accordance with the regulations for admission to grade 10.

The Ministry requested that the People's Committees of provinces and cities strictly adhere to the regulations on secondary and high school admissions. "For provinces that have approved plans and methods for 10th grade high school admissions that do not comply with regulations on direct admission and preferential treatment, adjustments must be made and publicly announced," the Ministry stated.

Recently, the People's Committee of Quang Binh province issued a decision to adjust the enrollment plan for 10th grade in the 2024-2025 school year.

Accordingly, candidates applying for admission to the 10th grade at Vo Nguyen Giap Specialized High School will no longer be exempt from the English exam, nor will they receive the maximum score (10 points) for admission consideration based on one of the English certificates equivalent to level 3 or higher of the six-level foreign language proficiency framework used in Vietnam.

Lao Cai province has also issued a decision to adjust the plan for evaluating junior high school graduation and the high school enrollment plan for the 2024-2025 school year. Specifically, the province will not apply direct admission for students who win first, second, or third prize in the provincial-level junior high school student excellence competition.

At the same time, the province does not use foreign language certificates to exempt students from exams or convert exam scores for specialized subjects; nor does it exempt students from exams or award maximum scores for non-specialized foreign language subjects.

Previously, Lao Cai province stipulated that non-specialized school students would be exempt from the English exam and receive maximum points if they possessed one of the following certificates: IELTS 4.0 or TOEFL 45 points. Students applying to specialized schools would be exempt from the English exam and receive maximum points if they possessed IELTS (5.5 or higher) or TOEFL (65 or higher) certificates.

The People's Committee of Binh Duong province has decided to adjust the plan and methods for admission to 10th grade in public and private high schools in the province for the 2024-2025 school year.

Accordingly, the direct admission to high schools in the province for 9th-grade students who win first, second, or third prizes in the provincial-level junior high school student excellence competition in the 2023-2024 school year will be abolished.

The province also abolished the policy of awarding bonus points for students with a Level 3 English proficiency certificate and eliminated the exemption from the English exam for students with a Level 4 or equivalent certificate.

Representatives from the Tuyen Quang Department of Education and Training stated that they have proposed to the Provincial People's Committee to adjust the enrollment plan for junior high schools, high schools, and continuing education for the 2024-2025 school year.

Accordingly, direct admission to high schools in the province will be carried out in accordance with the regulations of the Ministry of Education and Training, without using the results of the provincial-level 9th-grade excellent student selection exam or foreign language certificates.

In addition, the system of awarding bonus points in the admission process to high schools in the province will be completely abolished, and the results of the provincial-level 9th-grade gifted student selection exam and foreign language certificates will not be used.

According to a representative from the Quang Tri Provincial Department of Education and Training, at the request of the Provincial People's Committee, the Department has reviewed and submitted a plan to adjust the contents related to the entrance exam for grade 10 in the 2024-2025 school year.

" For the past two academic years, the province's 10th-grade admission plan has included a regulation converting IELTS scores of 4.0 or higher into a perfect 10 for English. However, depending on the actual foreign language learning level of students in each locality, there are differing opinions on this matter," said a representative from the Quang Tri Provincial Department of Education and Training, adding that they plan to abolish the regulation allowing direct admission and exemption from the English exam for 10th-grade students in the 2024-2025 academic year for IELTS certificates, as stipulated by the Ministry of Education and Training.

Previously, Quang Tri province stipulated that candidates with an IELTS certificate of 4.0 or higher, or equivalent, were exempt from the English exam, with the score converted to 9 points for this subject. The converted score for an IELTS certificate of 4.5 and 5.0 was 9.5 and 10 points, respectively. Two years ago, the province applied this selection method, but with a higher point allocation: achieving an IELTS score of 4.0 earned candidates 10 points.

According to the Ministry of Education and Training's regulations on admission to junior and senior high schools, candidates are only eligible for direct admission to public grade 10 if they belong to one of four groups: attending a boarding school for ethnic minorities; being a member of a very small ethnic group; being a person with a disability; or winning national or international awards in culture, arts, sports, science, and technology.

Candidates who are children of martyrs, wounded soldiers, sick soldiers, victims of chemical poisoning, labor heroes, members of the armed forces, or who are living and studying in areas with difficult socio-economic conditions, will receive bonus points, the amount of which will be determined by the local authorities.

Candidates who have won provincial or city-level academic awards or possess international foreign language certificates are not entitled to any preferential treatment. However, for nearly five years, many localities have added 1-2 preferential points, exempted from exams, or directly admitted candidates with an IELTS score of 4.0 or higher, or who have won provincial-level academic awards.
