At the question and answer session on the morning of June 6, delegate Nguyen Thi Viet Nga   ( Hai Duong delegation) asked: Currently, workers are being tricked into going abroad in many ways. Could the Minister please point out the causes and solutions?

Responding to the number of Vietnamese workers being scammed abroad, Minister Dao Ngoc Dung said that the number of workers being scammed was due to going through ghost companies, unlicensed companies. Some businesses even disguised themselves as sending workers to work abroad. These cases were handled by the authorities.

There are many cases of licensing companies cheating both ends such as: charging higher brokerage fees, not in the right industry, then having to return or doing bad work.

The Minister said that the Ministry also imposed many penalties on violating businesses. In 2022, inspectors handled 62 businesses, 4 businesses had their licenses revoked, most of the ghost companies were not licensed businesses. The solution to limit the above situation is propaganda, handling of violations, and inspections.

Sharing more on the sidelines of the National Assembly about the question and answer session of Minister Dao Ngoc Dung, National Assembly member Nguyen Thi Viet Nga said that the Minister admitted that there is a situation where workers are tricked into going abroad to work.

The Minister also cited evidence that fraud rarely occurs at licensed labor export centers, most of which take place at underground centers of ghost companies.

However, the Minister has not explained what needs to be done to prevent this situation. “The responsibility belongs to many ministries and sectors, but the Ministry of Labor, Invalids and Social Affairs has the main responsibility for this,” Ms. Nga said.

National Assembly Delegate Nguyen Thi Viet Nga shared with the press in the hallway of the National Assembly.

The reason she gave was that workers often lacked information or were poor, in remote, isolated, or rural areas. Therefore, people in these areas had great difficulty accessing market information.

So, what should be done to make them know which company is established by the State, which has legal status and reputation for sending workers abroad? Through which media channels do workers find these reputable companies? Meanwhile, "ghost companies" always proactively seek out workers?

“I think the responsibility of the Ministry of Labor, Invalids and Social Affairs is to strengthen, promote, and disseminate information to the people so that they can grasp the information. Because when there is information, workers will not be deceived. In fact, “ghost” information often proactively seeks out workers who lack information,” Ms. Nga said.

Regarding the solution, Ms. Nga said that if the information and labor market are clear and transparent, this situation will be limited. However, the Minister has only answered that for reputable and licensed centers, there is no fraud or fraud occurs very rarely.

“In my opinion, reputable centers will certainly have very few cases of fraud. But how to prevent and protect the rights of workers is what voters expect the Minister of Labor, Invalids and Social Affairs to come up with a solution,” Ms. Nga emphasized.

Regarding the situation of workers withdrawing social insurance at one time, Ms. Nga Nga said that the solution to this problem is still "struggling", besides increasing communication, there is still no reasonable and effective solution.

Because according to the law, employees have the right to withdraw social insurance once, if they withdraw it once, it must be resolved. The important thing is to find out why they withdraw social insurance once?

“In my opinion, these are usually workers and poor people who lose their jobs when they no longer have any other source of income, no longer have any money to take care of their lives, so they are forced to consider their “savings” which are insurance money,” said Ms. Nga.

Although, in the long run, workers are aware that they will suffer. But they are forced to solve immediate problems such as food and clothing to survive. This is the only way for many poor workers to get some money in the short term.

She proposed solutions, along with reviewing regulations such as increasing the number of years of contribution with the one-time withdrawal of social insurance. The percentage amount when withdrawing insurance at one time is revised in the direction that if withdrawn at one time, the employee will be disadvantaged. At that time, the employee will have to calculate to continue paying.

Delegates said it was important to pay attention to the current lives of workers.

To do so, the most important thing is to pay attention to the current life of workers. The main reason for workers to withdraw insurance at one time is because the number of workers losing their jobs has increased, and support from the State is just like "a drop in the ocean".

Regarding the issue of late payment of social insurance and social insurance arrears, which occurs a lot, the Hai Duong delegation representative said that handling it is like “kidnapping and abandoning the plate”. This situation occurs from year to year. There are several reasons for this situation:

At present, businesses are being severely affected by the Covid-19 pandemic, businesses are "bankrupt" and have no more funds. However, businesses have been considered for support, including the solution of postponing compulsory insurance payments.

Furthermore, the difficulty of businesses is only the cause at this point, but the deeper reason is that businesses do not really care about the rights of workers.

Along with that, the delay in paying social insurance has the consequence that workers lose faith in social insurance .
