On the morning of December 5, at the headquarters of the Ministry of Health, the 30th Conference of the National Steering Committee for Voluntary Blood Donation took place. Prof. Dr. Tran Van Thuan, Deputy Minister of Health , Chairman of the National Medical Council, Deputy Head of the National Steering Committee for Voluntary Blood Donation and Mr. Vu Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission co-chaired the conference.

The whole country received nearly 1.75 million units of blood from voluntary blood donors.
Information at the conference showed that in 2025, although many localities implemented the arrangement and streamlining of the administrative apparatus according to the Party and State's policies, the work of directing and mobilizing voluntary blood donation still received attention and favorable conditions from Party committees and authorities at all levels.
The coordination, direction and supervision between the Red Cross at all levels - the Standing Office of the Steering Committee with the health sector, local departments, branches and organizations has been strengthened, flexibly and regularly, contributing to the timely mobilization of blood donors.
Communication activities were widely deployed, helping to raise public awareness of the meaning and importance of blood donation to save patients. Counseling and care for blood donors, policies and honors and rewards were implemented promptly and seriously, creating motivation to maintain and develop the voluntary blood donation force in the community.
According to reports from 34 provinces, cities and member agencies of the National Steering Committee, in 2025, the whole country mobilized and received 1,748,935 units of blood, reaching 94% of the planned target, equivalent to 1.74% of the population donating blood. 16/36 provinces, cities, the Ministry of Public Security and the Ministry of National Defense met and exceeded the targets assigned by the National Steering Committee.
Voluntary blood donation activities are concentrated in major campaigns and events of the year, namely: Voluntary blood donation campaign on Tet holiday and Spring Festival; Responding to "National Voluntary Blood Donation Day" - April 7; Red Blood Drops - Summer Campaign and "Red Journey" program.
Delegates from ministries, branches and units participated in the discussion at the meeting, in which they basically agreed with the draft contents prepared by the Standing Office of the Steering Committee; along with some related contents on difficulties in launching the movement from the grassroots, emulation and reward work, and information security of voluntary blood donation work.

Focus on researching solutions for managing and storing a safe and secure blood donation information database system.
On behalf of the National Steering Committee, concluding the conference, Prof. Dr. Tran Van Thuan, Deputy Minister of Health acknowledged the efforts of the Standing Office of the Steering Committee and related units in organizing and implementing the voluntary blood donation movement, especially during the recent storms and floods, contributing to ensuring a safe blood source for emergency care and treatment of patients nationwide.
Prof. Dr. Tran Van Thuan requested the Standing Office of the Steering Committee to synthesize and propose a report to the Head of the National Steering Committee for Voluntary Blood Donation to submit to the Prime Minister to complete the members of the National Steering Committee according to regulations; urge and guide localities to complete the provincial Steering Committee and complete and establish the commune-level Steering Committee;
Revise, complete and promulgate the Regulations on honoring and rewarding achievements and mobilizing voluntary blood donation in accordance with the new situation; At the same time, continue to direct provinces, cities and units to properly implement policies for voluntary blood donors and care for blood donors.

At the same time, Prof. Dr. Tran Van Thuan assigned the Department of Medical Examination and Treatment Management to coordinate with the National Blood Center and related units to continue to research and complete the content of the proposed supplementary regulations on blood donation and blood reception from donors in the Draft Law amending and supplementing a number of articles of the Law on Donation, Collection, Transplantation of Human Tissues and Organs and Corpse Donation. On that basis, it is the legal basis to complete sub-Law documents, provide specific guidance on voluntary blood donation, and develop more humanitarian blood donation centers.
Regarding information technology and digital transformation, the Deputy Minister assigned the Department of Medical Examination and Treatment Management to coordinate with the National Health Information Center and relevant units to focus on researching solutions for managing and storing the blood donation information database system to ensure safety, security, and consistency, so that voluntary blood donation can increasingly develop, making an important contribution to caring for and protecting people's health.
