This draft Circular provides detailed guidance on responsibilities, time, form, plan, content, method, program, documents, lecturers for training to update social work knowledge and the organization and management of training to update social work knowledge.
The draft proposes many methods to update social work knowledge for social work practitioners.
Specifically, social workers can participate in updating their social work knowledge by participating in short-term training courses with training programs and materials developed, evaluated and issued according to the program's standard framework issued by the Ministry of Health ; in accordance with the scope, expertise and practice.

In addition, practitioners can update their knowledge by participating in conferences, seminars, and discussions organized by agencies, units, and facilities that update social work knowledge with content related to updating social work knowledge.
In addition, social workers can also update their knowledge of social work in various other forms such as: participating in compiling textbooks, teaching materials, and professional documents on social work; conducting scientific research, teaching about social work; self-updating knowledge of social work and other forms.
Currently, Decree 110/2024/ND-CP dated August 30, 2024 on social work requires: Social workers must participate in training for an average of at least 24 hours/year or equivalent to at least 120 hours/05 years to update their social work knowledge during their social work practice. Agencies and units that employ social workers are responsible for creating conditions for social workers to update their knowledge.
According to the draft, the Ministry of Health unifies the management of updating social work knowledge nationwide; assigns the Department of Social Protection to deploy, guide, inspect, and supervise the organization of updating.
The Department of Health and related departments, branches, agencies and units deploy information technology applications for updating social work knowledge under their management authority and integrate with information technology applications on updating social work knowledge of the sector.
Social work knowledge updating facilities are responsible for creating conditions for practitioners to update their social work knowledge; monitoring, managing; confirming and calculating study hours for practitioners participating in social work knowledge updating organized by the facility.
From a spontaneous beginning, up to now, 100% of central hospitals and more than 90% of provincial and regional hospitals have social work departments/teams, with nearly 10,000 officers and employees. They are "doctors of the soul", making an important contribution to improving the quality of medical examination and treatment, building social trust in the medical industry.
According to Deputy Minister of Health Tran Van Thuan, social work in healthcare does not stop at charitable acts or immediate financial support. It is a profession, a science, a profession with profound humanity, contributing to the completion of the comprehensive picture of the modern healthcare system.
"If treatment and prevention medicine takes care of the physical body, then social work is the "source of compassion" that nourishes the spirit, the "bridge" that connects the heart - mind - community. It is social work that helps patients and their families not to be alone in the journey of fighting the disease, but to share, accompany, and gain strength to overcome difficulties.
In other words, social work has made medicine not only about curing diseases, but also about healing both the body and the soul" - Deputy Minister Tran Van Thuan said.
