Breakthrough policies are needed for Vietnam to become a strong technological country.

DNVN - Vietnam is facing a great opportunity to become a powerful country in technology, especially in the field of artificial intelligence (AI). However, to take advantage of this potential, there needs to be breakthrough policies and strong support from the State.

At the conference "Standing Government meets with businesses on tasks and solutions for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era" on February 10 in Hanoi, technology enterprises such as CMC and FPT made many important proposals to remove bottlenecks, promote innovation and develop Vietnam's artificial intelligence (AI) infrastructure.

According to Mr. Nguyen Trung Chinh - Chairman of the Board of Directors of CMC Technology Group, in 2024, CMC announced its AI transformation strategy and recommended that the Government utilize AI as a core competency for national development. The world 's interest in this strategy was demonstrated at the conference in Davos in January 2024, where more than 200 delegates registered but only 60 seats were available. From there, the enterprise proposed to establish "Vietnam House" in Davos to promote Vietnamese technology to the world.

CMC is currently undertaking two important national tasks: building an 80 MW cloud computing infrastructure – nearly double Vietnam’s current total capacity – and developing C.OpenAI, an AI platform built and used by Vietnamese people.

To carry out these tasks, CMC has made three main recommendations. First, the State needs to improve its institutions with a clear commitment to the time for processing procedures for businesses. Second, the Government should consider a preferential loan mechanism for 10 years to support technical infrastructure projects with a total investment of up to 1 billion USD. Third, remove land barriers in training AI human resources, instead of requiring 2 hectares of land for each new branch.

According to Mr. Chinh, Vietnam is researching science and technology but has not yet closely connected with businesses and the market. He hopes that the merger of the Ministry of Science and Technology with the Ministry of Information and Communications will overcome this bottleneck.

Mr. Truong Gia Binh, Chairman of FPT Board of Directors, Head of the Private Economic Development Research Board (Board IV), emphasized that Vietnam is entering a new era and needs to take advantage of development opportunities. Board IV has developed a "2-3-4-5" report to identify goals, bottlenecks, strategies and actions to be taken.

One of the key proposals is “popular AI” – bringing AI to all businesses, especially small and medium-sized enterprises. Mr. Binh was inspired by the “popular education” movement during the resistance war, emphasizing that AI is no longer a field reserved for large corporations. Technology like DeepSeek has made AI more popular, creating opportunities for all businesses to apply and innovate.

Therefore, the Chairman of FPT Board of Directors recommends that AI should be quickly incorporated into education programs from primary to university levels. Enterprises can directly implement AI training, but strong direction from the State is needed for Vietnam to soon become an AI powerhouse.

The recommendations from CMC and FPT show the desire of businesses to turn Vietnam into a regional and global AI technology center. However, to realize this goal, close coordination between businesses and the State is needed, from institutional reform, financial support to innovation in education policy.

Previously, in a report summarizing the situation of enterprises, Minister of Planning and Investment Nguyen Chi Dung said that it is necessary to proactively and urgently build a legal corridor and incentive mechanisms for new fields, high-tech projects, and digital transformation. Support enterprises to innovate, invest in research and development (R&D), laboratories, digital transformation, AI applications, robots, biotechnology, new materials, new raw materials, etc. Establish and effectively promote science and technology funds, venture capital funds, innovation funds, etc.

Continue to improve the national innovation system in which enterprises play a central role. Have specific mechanisms and policies, mobilize resources to build and effectively promote national, regional and local innovation centers; promote the strong development of the creative startup ecosystem.

Strengthening the connection and promoting the effectiveness of domestic and foreign innovation networks, the network connecting Vietnamese talents. Allocating resources and specific policy mechanisms to implement the Human Resource Development Program for the semiconductor industry. Proactively connecting universities, research institutes, and enterprises to train 50,000 high-quality human resources in artificial intelligence and semiconductor technology.
