(Baothanhhoa.vn) - According to the National Center for Meteorological and Hydrological Forecasting, at 12:00 PM on July 21st, Typhoon No. 3 was only about 140km from Quang Ninh, about 280km east of Hai Phong, about 300km from Hung Yen, and about 330km east-northeast of Ninh Binh. To proactively respond to the typhoon, localities in Thanh Hoa province are urgently implementing measures to ensure the safety of people and property and minimize damage.

* In Hoa Loc commune, the authorities have proactively implemented disaster prevention measures based on the "four on-the-spot" principle. The commune has prepared 1,169 iron cages, 4,600 bamboo stakes, 14,400 sandbags, 2,220 of tarpaulin... to serve the work of storm prevention and control.

Nearly 10 hectares of crops in Hoa Loc commune were damaged by heavy rain.

According to local statistics, in the key area of ​​the Yen On embankment, there are 1,028 households/3,656 people living along the dike who need to be evacuated in case of dike breach. The evacuation sites identified by the local authorities are Quang Loc Secondary School and Quang Loc Primary School.

Additionally, 1,703 households/4,343 people living in the estuary area need to be evacuated during a storm; the evacuation locations are Hoa Loc Kindergarten, Hoa Loc Secondary School, and Hoa Loc Primary School.

In the riverside area, along the right bank of the Len River in the former Quang Loc cluster, 66 households/301 people need to be evacuated in case of flooding. The evacuation locations are Quang Loc Secondary School and Quang Loc Primary School.

The number of people in low-lying areas who need to be evacuated in the event of heavy rain is 507 households/1,806 individuals, scattered across various villages in the commune, with evacuation sites located at village cultural centers.

* In Trung Chinh commune, there are 5 vulnerable points, which are culverts through the dike; and 9 riverside residential areas that could be directly affected if floodwaters rise.

When flooding reaches levels 2 to 3 on the flood warning scale, the entire commune has 59 households/182 people who need to be evacuated. Of these, 6 households/29 people will be evacuated within their designated areas, and 53 households/158 people will be evacuated to designated evacuation centers.

* In Xuan Du commune , during this period, there were 25 households in areas at risk of flooding; 144 households in areas at risk of landslides; and 40 households in areas at risk of flash floods. All households were notified, informed, and complied with relocation orders when the situation occurred.

To proactively respond to Typhoon No. 3 and the heavy rains and floods before, during, and after the storm, Xuan Du commune also inspected and reviewed the reserve material warehouses in the former communes before the merger, consolidating them into three warehouses located near the base of the reservoir and dam to serve disaster prevention and control efforts.

* In Tho Lap commune, the local authorities have mobilized forces and resources to urgently address the damage caused by the storms and strong winds in recent days, while also implementing measures to respond to the developments of typhoon No. 3.

Currently, the commune is urgently reviewing and inspecting equipment and supplies, and assigning duty officers and command staff to be on duty 24/7 as per regulations.

* In Xuan Tin commune, to respond to typhoon No. 3, the commune has assigned forces to be on duty 24/7, and members of the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense have been assigned to go directly to the villages to supervise and direct the response.

Response measures were implemented according to the "four on-the-spot" principle. The commune had prepared forces and equipment for rescue and relief operations when needed. At the same time, it directed villages and neighborhoods to closely monitor the storm's developments and inform residents, especially those in high-risk flood-prone areas, so they could evacuate people and property in a timely manner.

It is known that Giao An commune has three rivers flowing through it. Whenever there is heavy and prolonged rain, the water levels of these rivers often rise rapidly, causing localized flooding and flash floods, disrupting traffic. Currently, the commune has established checkpoints at the overflow areas of Sao River, Poong village, Nghiu Tuot village, Chieng Lan village, Hung village, Vien village, and Chieng Nang village.
