On November 4th, Deputy Prime Minister Tran Hong Ha signed a directive from the Prime Minister regarding the focus on implementing urgent and key tasks and solutions to combat illegal, unreported, and unregulated (IUU) fishing, and preparing to welcome and work with the 5th inspection team from the European Commission (EC).
In a dispatch sent to ministries, agencies, associations, and 28 coastal provinces and cities, it was emphasized that so far, through four inspection rounds by the EC, the implementation of tasks to combat IUU fishing has shown progress and achieved concrete results, which have been acknowledged by the EC.
However, many goals and tasks remain unachieved or are behind schedule, as directed by the Party Central Committee, the Government , the Prime Minister, and the EC, regarding issues related to registration and licensing of fisheries exploitation, and handling of fishing vessels lacking proper documentation (e.g., "three no's" or "three no's").
Violations of regulations regarding the installation, management, and operation of vessel monitoring systems (VMS), and especially the situation of Vietnamese fishing vessels and fishermen engaging in illegal fishing in foreign waters, continue to be complex.
The aforementioned shortcomings and limitations are mainly due to the lack of decisive leadership and direction from leaders in some areas, insufficient attention to the issue, lack of inspection, auditing, and supervision, and the fact that some functional forces have engaged in profiteering, cover-up, and complicity in IUU fishing activities…
To resolutely lift the "yellow card" warning issued during the EC's 5th inspection, the Prime Minister requested ministries, sectors, and localities to proactively and promptly coordinate with other ministries, sectors, localities, and forces in sharing information, combating, preventing, and handling illegal, unreported, and unregulated (IUU) fishing activities.
Directing subordinate law enforcement forces to launch a concentrated campaign in November to simultaneously deploy patrol, inspection, and control forces to handle fishing vessels with "three no's" (no registration, no permits, no licenses, no permits, no permits, no permits, no permits), fishing vessels that do not meet the conditions for participating in illegal fishing activities, and fishing vessels whose registration has been cancelled but are still operating…
The issue of fishing vessels lacking "three essentials" (lacking proper documentation, permits, and proper infrastructure) must be resolved completely before November 20th.
At the same time, we must prepare the best content and conditions to welcome and work with the EC inspection team for the 5th time, avoiding any passive or unexpected situations that could affect the country's efforts to lift the "yellow card" warning.
The Prime Minister instructed the Ministry of Agriculture and Rural Development to direct and urge localities to complete the registration, inspection, and issuance of fishing licenses, and to handle fishing vessels with "three no's" (no permits, no licenses, no permits ...
The Ministry of National Defence directs the naval forces, border guards, and coast guard to take the lead and coordinate with fisheries inspectors and other maritime law enforcement forces to continue strengthening patrols, inspections, and controls in the sea areas bordering countries where Vietnamese fishing vessels frequently violate regulations on illegal fishing.
The Ministry of Public Security is focusing its efforts on directing police forces and the police of 28 coastal provinces and centrally-administered cities to control the situation of fishing vessels being bought, sold, or transferred without proper ownership registration, "three-no" fishing vessels, and fishing vessels and fishermen from other localities operating in their jurisdiction without complying with the law.
Continue to investigate and strictly handle, in accordance with the law, organizations and individuals involved in violating IUU fishing regulations, individuals acting as intermediaries or facilitators in sending fishing vessels and fishermen to illegally fish in foreign waters, and acts of legitimizing documents for export shipments to the European market.
