The government has just issued Decree 109/2024/ND-CP dated August 29, 2024, signed by Deputy Prime Minister Ho Duc Phoc, stipulating the rate of registration fee for automobiles, trailers or semi-trailers towed by automobiles, and similar types of vehicles manufactured and assembled domestically.
Specifically, from September 1st to November 30th, the vehicle registration fee for the aforementioned types of vehicles will be 50% of the rate stipulated in Government Decree No. 10/2022/ND-CP dated January 15, 2022, on vehicle registration fees.

Therefore, the reduction in registration fees for domestically produced cars will last for 3 months. From December 1, 2024 onwards, the registration fee rates will continue to be implemented according to the regulations in Government Decree No. 10 on registration fees.
Ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial and centrally-administered city People's Committees, and relevant organizations and individuals are responsible for implementing this Decree.
This is the fourth time that preferential registration fees for domestically produced and assembled cars have been applied. The first was in the second half of 2020, followed by December 2021, May 2022, and the most recent in the second half of 2023. All three previous fee reductions lasted for six months.
Currently, vehicle registration fees for passenger cars are calculated as a percentage of the vehicle's value, depending on the type and location. Specifically, the initial registration fee for passenger cars in Hanoi , Quang Ninh, and Hai Phong is 12% of the vehicle's value; in Ho Chi Minh City, it's 10%; and in Ha Tinh, it's 11%. For pickup trucks, the registration fee is 60% of the initial fee for passenger cars.
