Chairman of the Provincial People's Committee Nguyen Van Son inspects the entire Tuyen Quang - Ha Giang expressway.
Accompanying him were Comrade Nguyen Manh Tuan, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of several departments, agencies, Ham Yen district, and representatives of the construction contractors.
After inspecting the construction of the entire expressway, at the headquarters of the Minh Dan Commune People's Committee (Ham Yen District), the Chairman of the Provincial People's Committee chaired a meeting on the project's progress.

According to the report from the Provincial Project Management Board for Investment and Construction of Transportation Works, regarding land clearance, 69.4/69.7 km of the entire route have been handed over, reaching 99.57%, with 0.3 km remaining unhanded over. Regarding the construction of resettlement areas, 24/24 areas have been built, and resettlement land has been allocated to 408/479 households. The main obstacles are concentrated in Ham Yen district due to geological subsidence in two resettlement areas in Phu Huong village, Bach Xa commune and Bua Nghieu village, Phu Luu commune. For embankment earth, there is a shortage of 1.97 million m3 of earth compared to the demand, requiring the exploitation of 3 mines under a special mechanism; construction stone is also short by 0.35 million m3.
Regarding construction progress, to date, 104 construction teams have been deployed with 746 pieces of equipment. The allocated capital plan so far is over 5,634/6,800 billion VND; over 4,195/1,494.75 billion VND of the allocated capital has been disbursed, reaching 74.5%; in 2025, nearly 60.4/1,494.75 billion VND will be disbursed, reaching 4%.

The Committee requests the Ham Yen District People's Committee to pay compensation and hand over the land to 41 households that have received approved compensation plans and 57 households that have been allocated resettlement land; 16 households related to forest land; complete the construction of technical infrastructure in the resettlement area and allocate land and issue land use right certificates to households that must relocate to hand over the land to the construction unit before April 10, 2025.
During the meeting, representatives from the construction contractors raised concerns related to land clearance, weather, materials, etc., which are affecting the construction progress.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Van Son highly appreciated the efforts of the Provincial and Ham Yen District Project Management Boards for Investment and Construction of Transportation Works, contractors, consulting units, workers, and the people in implementing the project.
Besides those efforts, the comrade emphasized that the progress of land clearance and construction has not met the set requirements. With the goal of completing the project in 2025, regarding land clearance, the comrade instructed the Ham Yen District People's Committee to coordinate with relevant agencies to resolve the handover of land to the construction unit before April 7th; directed the construction to work in "3 shifts, 4 teams" to accelerate the completion of the resettlement area, paying attention to the electricity and water systems, and issuing land use right certificates to the people.

The comrade suggested that for infrastructure relocation, each item must be completed before moving on; and that infrastructure suppliers must immediately begin work without delay. Regarding material sources, the investor and contractors need to coordinate with relevant agencies to urgently resolve issues and ensure sufficient supply. The Provincial Project Management Board for Investment and Construction of Transportation Works will assign its leaders and staff to monitor each contractor's construction activities, ensuring compliance with legal regulations.
