The Chairman of the People's Committee of Quang Binh province has requested the annulment of the disciplinary decision against a school principal.

The Chairman of the People's Committee of Quang Binh province has revoked the disciplinary decision to reprimand Mr. Truong Dinh Le - Principal of Quang Tho Secondary School (Ba Don town).

The Chairman of the Quang Binh Provincial People's Committee has issued a document requesting the Chairman of the Ba Don Town People's Committee to revoke the disciplinary decision of reprimand against Mr. Truong Dinh Le, Principal of Quang Tho Secondary School. At the same time, he instructed the Ba Don Town Department of Internal Affairs to advise on organizing a review of Mr. Le's conduct in accordance with the nature and severity of his shortcomings.

Previously, in September 2023, the People's Committee of Ba Don town established a team to verify an anonymous complaint against Mr. Truong Dinh Le.

According to Official Document No. 311 from the Department of Education and Training of Ba Don town, which absolutely prohibits the collection of enrollment fees, Mr. Le instructed the collection of 50,000 VND per student for the 6th grade enrollment in the 2023-2024 school year. Based on the above assessment and the recommendation of the disciplinary council, the Chairman of the People's Committee of Ba Don town issued a reprimand against Mr. Truong Dinh Le.

Mr. Le appealed the disciplinary decision of the Ba Don Town People's Committee. However, Ba Don Town maintained its stance and did not change the form of disciplinary action, so Mr. Le submitted a complaint to the Quang Binh Provincial People's Committee.

In June 2024, the People's Committee of Quang Binh province established a verification team to address the complaint of Mr. Truong Dinh Le. After working with members of the admissions council and the parent association executive committee, the verification team unanimously agreed on the following: The collection of 50,000 VND was based on a proposal from the parent association executive committee to cover the costs of student enrollment and completing the necessary paperwork for admitted students.

The 50,000 VND was used to cover expenses such as: 25,000 VND per student for taking photos, 8,000 VND per student for photocopying forms and printing report cards, 10,000 VND per student for making library cards, and 5,000 VND per student for health monitoring booklets...

Following the conclusion of the Chairman of the People's Committee of Ba Don town, the school also fully returned the money to the students. The verification team of Quang Binh province found that Mr. Truong Dinh Le's actions did not violate the regulations of the law on the collection, payment, and use of fees and charges, nor the guidance of the Department of Education and Training of Ba Don town in document No. 311, therefore, applying a reprimand to Mr. Truong Dinh Le was inappropriate.
