The income and expenditure sheet of the first grade at Hong Ha Primary School (Binh Thanh District, Ho Chi Minh City) has caused a public uproar recently.
Accordingly, in Official Letter No. 5028 signed and issued by Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc on October 11, it clearly states: The Chairman of the Ho Chi Minh City People's Committee requests the Ho Chi Minh City Department of Education and Training, the People's Committees of districts and Thu Duc City to implement the guidance of the Ministry of Education and Training in Official Letter No. 5459 dated October 2; based on their functions and duties, to direct educational institutions in the area to strictly implement the collection of fees in the field of education and training, ensuring compliance with current regulations.
According to this document, the Chairman of the People's Committee of Ho Chi Minh City directed that absolutely no excessive fees should be charged at the beginning of the school year or during the implementation of educational activities. Information on fees charged at the beginning of the school year must be publicly posted, and violations will be strictly dealt with.
Recently, parents have expressed outrage over irregular fees collected at many schools. In particular, there has been public outcry regarding the initial class fund of class 1/2 at Hong Ha Primary School (Binh Thanh District, Ho Chi Minh City), which totaled over 300 million VND. At the beginning of the school year, each parent contributed 10 million VND to the fund. To date, after deducting expenses, the class fund has a surplus of over 50 million VND… The fact that parents contributed such a large amount to the class fund has sparked strong reactions regarding the school year's financial management…
On September 29th, the Ho Chi Minh City Department of Education and Training issued Official Document 5577 to rectify the collection and expenditure of funds at the beginning of the school year; to solicit sponsorships for education and operating funds for the parent-teacher association for the 2023-2024 school year, addressed to all schools.
On October 4th, at a briefing with leaders of the Education and Training Department of Thu Duc City and other districts and counties, Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, requested the education departments to advise the People's Committees of districts, counties, and Thu Duc City to rectify and handle cases of illegal fee collection.
Mr. Hieu emphasized: "The Ho Chi Minh City Department of Education and Training has provided guidance and training, therefore, collecting fees incorrectly must be dealt with. In schools, the principal needs to be fully aware of all fee collection activities by the parent-teacher association, in order to discuss them with the school's parent-teacher association and ensure consensus among parents. If they ignore or fail to closely supervise these activities, it is a major fault of the school principal. Circular 16 was issued a long time ago, not recently, and the funding frameworks have been clearly defined, so why do schools still focus on collecting fees from parents and collect them indiscriminately, which is very inappropriate? Collecting fees incorrectly must be dealt with. It cannot be said that the principal was unaware; this is the fault of the head of the school."
