Ten items mentioned at the 22nd session of the 10th Provincial People's Council focused on resolving difficulties or proposing issues related to finance, investment, etc. All were approved. The review by the supervisory committees of the Provincial People's Council confirmed that all the presentations and reports were reasonable and necessary.
The compensation costs, advanced by the Provincial People's Committee from the provincial budget, were promptly paid for compensation, land clearance, resettlement, and handover of the land to the construction unit for the project "Road connecting from the rescue and relief road to National Highway 1 (at Cay Coc intersection, Thang Binh)". Over 9.5 billion VND will be recovered through the allocation of capital plan for 2024 from the provincial budget's capital construction reserve.
The plan to allocate VND 75.456 billion for new projects (procurement of separate medical equipment, operating room furniture, office equipment for the high-tech treatment area of Quang Nam General Hospital), matching funds from the National Target Program, and interest payments has been approved. A significant number of projects and capital plans from 2023 that have not yet been fully disbursed (over VND 634 billion) have been allowed to extend their implementation and disbursement into 2024.
Projects requiring adjustments to investment policies, such as the Quang Nam Provincial General Hospital, specifically the High-Tech Treatment Area; the Tra Dinh Bridge in Que Phu commune, Que Son district; the renovation and upgrading of the Provincial Ethnic Boarding School in Hoi An city; and the development of hybrid rice seed production areas in Quang Nam province, have been confirmed as needing changes and additions to align with existing investment realities.
The decision was made to maximize investment efficiency, avoid wasting state budget funds, and prevent undesirable consequences.

Beyond just discussing finance and investment, the regulation of service prices for medical examinations and treatments not covered by the Health Insurance Fund, creating favorable conditions for people who have not yet participated in health insurance or who participate in medical services not covered by the Health Insurance Fund, has been highly agreed upon and immediately implemented in practice.
The shortcomings in the regulations regarding the specific nutritional allowance for coaches and athletes of provincial and district-level talent teams undergoing training and competition within the province have been adjusted and supplemented to increase the allowance, in accordance with the law and local practices.
Administrative units at the district and commune levels undergoing restructuring will receive support of 1 billion VND/unit and 200 million VND/unit, in accordance with the province's budget balance and actual situation. The regulation on financial support for youth football training at Quang Nam Football Club was deemed inappropriate and was criticized by the State Audit Office, forcing its abolition.
Investment projects such as the Suoi Tho reservoir (Tien Phong, Tien Phuoc), the Tam Hoa main road connecting from National Highway 1 to Vo Chi Cong and DT613B roads, the completion of coastal road 129 and the road connecting from Vo Chi Cong road to Dong Que Son Industrial Park, and the road connecting National Highway 14H and National Highway 1 require the conversion of more than 27 hectares of forest land to proceed with investment. The People's Council has approved it. This decision is reasonable and timely, creating a legal framework for investors and localities to quickly develop implementation plans.
If the approved projects, once adjusted, can be easily implemented according to investment requirements, then allowing the extension of the implementation and disbursement period into 2024 will ensure that all funds are spent and investment projects are completed, avoiding the need to return funds to the budget or the loss of capital.
Or the application of support expenditure levels for localities to arrange or standardize medical examination and treatment services... which are proactively implemented by the units...

However, the review by the committees of the Provincial People's Council also pointed out the "instability" of these proposals from the Provincial People's Committee. Mr. Nguyen Duc - Head of the Economic and Budget Committee - said that many programs and projects were allocated very early (late 2022, first quarter of 2023) but the disbursement rate is still very low. Many projects have a 0% disbursement rate.
Some projects have allocated capital close to the end of the year, with no work completed to disburse. The amount of capital requested for extension is excessively large, indicating low efficiency in the use of public investment capital, untimely and indecisive direction and management regarding the reallocation of capital plans; or a large amount of remaining unallocated capital.
The Provincial People's Council requests the Provincial People's Committee to direct relevant agencies, units, and localities to coordinate in reviewing projects that have not fully disbursed their planned capital for 2023, identify projects that are allowed to extend their implementation and disbursement into 2024 according to regulations, and compile a report for the Provincial People's Council to consider and decide at the nearest meeting.
The Provincial People's Committee needs to direct and urge investors to accelerate the implementation of projects and disburse all allocated capital; expedite the completion of investment preparation work, and monitor revenue from land use fees and other sources to promptly allocate the remaining capital in accordance with regulations.
Furthermore, the Provincial People's Council requested the Provincial People's Committee to study and identify appropriate solutions to create favorable conditions and ensure that the Quang Nam football team can maintain and operate effectively.
Regarding the hybrid rice production project, Mr. Duc argued that it is necessary to accelerate the project's completion and commissioning, maximizing the efficiency of public investment capital. Adjusting the project's implementation time to 2026 compared to the initially approved plan would be inappropriate.
According to Ms. Tran Thi Bich Thu, Head of the Culture and Social Affairs Committee of the Provincial People's Council, the Provincial People's Committee proposed adjustments to suit the reality, and submitted them to the Provincial People's Council for consideration, amendment, and supplementation when applying the prices of medical examination and treatment services.
Continue to manage and utilize funds in accordance with regulations, pay attention to investing in, repairing, and upgrading medical facilities and equipment, and training human resources to ensure the improvement of the quality of medical services at public healthcare facilities, meeting the health care needs of the people.
