Regarding the scope of influence, natural disasters have damaged railway infrastructure at Km1123+600 - Km1139+100, Km1204+200 - Km1219+742, Km1337+900 - Km1339+850 on the Hanoi - Ho Chi Minh City railway line under the management of Vietnam Railway Corporation, posing a direct threat to train safety and the safety of people and vehicles participating in railway traffic.
According to the Ministry of Construction , the time of the natural disaster was determined from November 6 to 22. This is the basis for competent authorities to review and specifically determine the damage to railway infrastructure within the assigned management scope and issue an Order to build emergency works to overcome the consequences of the natural disaster. Based on the assigned functions and tasks, the Ministry of Construction assigned tasks to relevant agencies, units and individuals in handling the above natural disaster emergency situation.
Specifically, authorize the Director of the Vietnam Railway Authority to review and issue an Order to build emergency works to repair damage to traffic infrastructure at Km1123+600 - Km1139+100, Km1204+200 - Km1219+742, Km1337+900 - Km1339+850 on the Hanoi - Ho Chi Minh City railway line due to the impact of natural disasters according to the provisions of law; take full responsibility before the Minister of Construction and before the law for his decision.
Vietnam Railway Authority and Vietnam Railway Corporation, according to their scope and responsibilities, shall manage and implement activities to overcome the consequences of natural disasters. In particular, review and determine the specific level of damage to railway infrastructure caused by natural disasters, and repair solutions to overcome the consequences of natural disasters according to regulations; coordinate with the Department of Planning and Finance to advise competent authorities to consider allocating capital for implementation, ensuring compliance with the provisions of law.
Upon completion of emergency construction and disaster recovery work according to the above natural disaster emergency situation, the Vietnam Railway Authority and Vietnam Railway Corporation shall report to the Ministry of Construction as a basis for considering the announcement of the end of the natural disaster emergency situation.
The Director of the Vietnam Railway Authority and the General Director of Vietnam Railway Corporation are responsible before the Minister of Construction and before the law for the contents of the report on damage and deterioration of railway infrastructure at Km1123+600 - Km1139+100, Km1204+200 - Km1219+742, Km1337+900 - Km1339+850 on the Hanoi - Ho Chi Minh City railway section passing through the provinces of Gia Lai , Dak Lak, Khanh Hoa and Lam Dong under the management of Vietnam Railway Corporation due to the impact of storm No. 13 and heavy rain and floods caused after the storm.
The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing agencies and units in implementing measures to overcome the consequences of natural disasters on railway infrastructure.
