This afternoon, January 15, in Hanoi , Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Government's Steering Committee for Administrative Reform (PAR) chaired the 9th meeting of the steering committee with localities to evaluate the results of implementing PAR in 2024, and set out directions and tasks for 2025. In 2024, administrative reform is identified as one of the focuses in the direction and administration of the Government and the Prime Minister ; focusing on building an e-government towards a digital government, promoting national digital transformation, which is an important solution to successfully implement socio-economic development goals and tasks.
During the year, ministries, branches and localities issued 4,673 documents to direct, urge and thoroughly implement effectively the tasks of administrative reform. In particular, the Ministry of Home Affairs coordinated with ministries, branches and localities to conduct inspections and work on administrative reform in a number of localities. At the same time, ministries and branches conducted inspections at 166 affiliated agencies and units; thereby, promptly handling and directing the handling of 37/139 existing problems and limitations.
Localities have conducted inspections at 761 agencies and units; promptly handled and directed the handling of 1,958/2,056 groups of existing problems and limitations. Regarding the reduction and simplification of business regulations, in 2024, 5 ministries and agencies submitted to the Prime Minister for approval a plan to reduce and simplify 125 business regulations in 47 legal documents.
13 ministries and agencies have reduced and simplified 420 business regulations in 36 legal documents, bringing the total number of business regulations reduced and simplified by ministries and agencies from 2021 to present to 3,195 regulations in 281 legal documents out of a total of 15,763 business regulations, reaching 20.2% and exceeding the minimum target set for the entire 2020 - 2025 period.
The arrangement and consolidation of the organizational apparatus and the strengthening of public service discipline have had clear changes. Up to now, 13 departments and equivalents and 2,613 local organizations at the division level and equivalents have been reduced. The result of streamlining the number of civil servants and public employees of ministries, branches and localities is 16,149 people (of which 217 are from ministries and branches; 15,932 are from localities).
On the other hand, the Government and the Prime Minister continue to direct ministries, branches and localities to implement the construction and development of e-government and digital government synchronously, resolutely and effectively.
At the conference, representatives of ministries, branches and localities discussed and clarified outstanding results, shortcomings, limitations and proposed many solutions to effectively implement administrative reform tasks in 2025.
Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh suggested that in the coming time, leaders of ministries, branches and localities need to continue to thoroughly grasp and organize the strict, comprehensive, synchronous and effective implementation of the State Administrative Reform Master Program for the 2021-2030 period.
Promote the role and enhance the responsibility of leaders in leading and directing the implementation of administrative reform tasks; strengthen urging, monitoring, evaluating, inspecting, checking, and disseminating information on administrative reform. Focus on prioritizing resources to accelerate the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development.
The Deputy Prime Minister requested to continue reforming institutions that are hindering growth, resolutely removing bottlenecks; renewing thinking in law-making, encouraging creativity, and unleashing all resources for development.
Promote reform and simplification of administrative procedures right from the stage of drafting legal documents; review and propose the abolition of administrative procedures and business conditions that are unnecessary, unfeasible, unclear, difficult to determine, not suitable for reality, and are barriers to production and business activities. Thereby, contributing to the unblocking and effective use of all resources for society and the development of the country.
