Specifically, according to feedback from some students who received their diplomas in October 2024, the Dentistry program at Duy Tan University is not accepted by hospitals for professional certification courses.
The reason is that the diploma states the field of study as Dentistry. However, according to regulations in the medical system, currently there is only the field of Oral and Maxillofacial Surgery, not Dentistry.
Dental doctor's diplomas are being shared on social media by students.
This is the first graduating class of the School of Medicine and Pharmacy, Duy Tan University. Duy Tan University opened the Dentistry program according to Decision No. 1675/QD-BGDĐT dated April 26, 2018, program code 7720501. Although the diploma states graduation as Dentistry, the transcripts and graduation majors of the students clearly state Dentistry.
According to a representative from the School of Medicine and Pharmacy, Duy Tan University, the reason why the name of the major on the graduation certificate does not match the field of study the student actually pursued is due to inconsistencies between the two relevant decrees.
Specifically, Decree 99/2019/ND-CP dated December 30, 2019, which details and guides the implementation of some articles of the Law amending and supplementing some articles of the Law on Higher Education , states in Clause 2, Article 15, regarding higher education diplomas and certificates, that “for some specialized training fields within the higher education system, including medical doctor degrees, dental doctor degrees, traditional medicine doctor degrees, and some other diplomas as prescribed separately by the Government.”
However, Government Decree No. 96/2023/ND-CP dated December 30, 2023, detailing some provisions of the Law on Medical Examination and Treatment, states in Clause 1, Article 5 regarding practice guidance facilities that “For dentists: medical examination and treatment facilities licensed to operate in the form of hospitals must have a scope of professional activity in dentistry.”
According to these Decrees, Duy Tan University, as a higher education institution, must comply with Decree 99/2019, so the degree should be labeled "Doctor of Dentistry," but medical examination and treatment facilities follow Decree 96/2023, which requires "Doctor of Oral and Maxillofacial Surgery."
According to Dr. Vo Thanh Hai, Deputy Director of Duy Tan University, based on student feedback, Duy Tan University has registered with the Ministry of Education and Training to reissue degrees in accordance with the students' trained field, Dentistry.
Currently, the school is carrying out the necessary procedures such as printing diploma blanks, leather covers, and accompanying appendices. These technical steps will be completed soon so that this week, students will receive their new Doctor of Dentistry diplomas, replacing the previously awarded dental doctor diplomas.
