During the 2020-2022 term, which marked the initial implementation of the Resolution of the 13th National Congress of the Communist Party of Vietnam, the Department's Office Party Branch faced numerous economic difficulties and challenges due to the Covid-19 pandemic and the significant increase in fuel and material prices compared to the beginning of the term. These challenges directly impacted the department's management, particularly its professional work. Under the leadership of the Department's Party Committee and Board of Directors, and with the efforts of the Party members in the branch, the Office Party Branch successfully completed its assigned tasks. The implementation of socio-economic development tasks, the issuance of mechanisms, policies, and solutions were carried out promptly and appropriately to the local situation, contributing to the timely resolution of difficulties and obstacles faced by citizens, workers, and businesses, and reforming administrative procedures to stabilize and promote the socio-economic development of the province. The Party Cell of the Department's Office has successfully led the implementation of the goals and tasks set forth by the Second Party Cell Congress, term 2020-2022, achieving 8 out of 8 tasks.
Adhering closely to the policies, resolutions, and directives of higher-level Party committees, the Party branch consistently performs well in political and ideological education and propaganda, integrating political and ideological education into Party branch meetings as implemented by the Party branch committee; thoroughly disseminating, implementing, and organizing the implementation of resolutions, directives, and regulations of the Central Committee, the province, and higher-level Party committees to all Party members and the masses within the Party branch; promptly consolidating and strengthening the Party branch committee and Party groups to meet the requirements of the tasks; focusing on training and nurturing the masses to create a source for Party member development; strengthening the inspection and supervision of Party members' adherence to the Party Charter and the implementation of Party branch resolutions; leading the effective implementation of the agency's professional tasks; implementing annual emulation and reward movements within the Party branch seriously and openly according to the guidance of the Party committee of the bloc and the Party committee of the Department; and improving the living standards of Party members, civil servants, and employees of the agency. The organization of Party committee and branch meetings was carried out seriously, ensuring that the content and procedures followed the regulations. However, despite the efforts and achievements, the branch's activities still had some shortcomings and limitations during the past term.
With a spirit of promoting democracy, pooling intellectual resources, unity, and responsibility, the 3rd Party Congress of the Office of the Department of Construction, for the term 2022-2025, has the following tasks:
Firstly, focus on honestly and objectively reviewing, analyzing, and evaluating the achievements, limitations, and weaknesses, clearly identifying the causes and lessons learned in implementing the Resolution of the Second Party Branch Congress, term 2020-2022. At the same time, clearly define the direction, objectives, tasks, and solutions for implementation in the term 2022-2025.
Secondly, to discuss and contribute opinions to the draft Political Report of the 3rd Party Congress of the Office of the Department of Construction, term 2022-2025.
Thirdly, wisely select outstanding comrades with sufficient moral qualities, capabilities, prestige, and the ability to unite and elect them to the Party Committee, and to elect the positions of secretary and deputy secretary of the Party branch for the 2022-2025 term, in order to lead, direct, and organize the successful implementation of the resolutions set forth by the 3rd Party Branch Congress for the 2022-2025 term.

After a period of diligent and serious work with a high sense of responsibility, the 3rd Party Congress of the Office of the Department of Construction, for the term 2022-2025, concluded successfully, completing all the planned contents and programs.
