On the afternoon of June 22nd, at the Ministry of National Defence headquarters, General Luong Cuong, Member of the Political Bureau, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army, met with General Álvaro López Miera, Member of the Political Bureau of the Communist Party of Cuba and Minister of the Revolutionary Armed Forces of Cuba, who was on an official visit to Vietnam. Also present at the meeting was General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army.

General Luong Cuong welcomed Lieutenant General Álvaro López Miera and his delegation on their official visit to Vietnam; and congratulated Cuba on successfully holding the 10th National Assembly elections. Through Lieutenant General Álvaro López Miera, General Luong Cuong conveyed his warm regards and an invitation for the Head of Political Affairs of the Revolutionary Armed Forces of Cuba to return to Vietnam at a suitable time.

General Luong Cuong affirmed that Cuba and Vietnam, two countries in opposite hemispheres, share revolutionary ideals and aspirations for independence and freedom, making the two nations extremely close and intimate friends. Especially in the current context, the two countries need to further strengthen solidarity, mutual support, and assistance, particularly in political and ideological education , fostering revolutionary ideals, patriotism, and love for socialism among officers and soldiers, and enhancing the leadership capacity and combat strength of Party organizations within the military.

According to General Luong Cuong, in recent times, cooperation in Party and political work within the military has been strongly promoted by both sides, focusing on areas such as training, propaganda, and sharing professional experience. In particular, the two sides have collaborated to complete the book "History of 60 Years of Vietnam-Cuba Defense Relations," contributing to the education of the younger generation and effectively promoting the special friendship between the two countries and their armies.
General Luong Cuong stated that, based on the results of the earlier talks that day between General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense, and Lieutenant General Álvaro López Miera, the General Political Department of the Vietnam People's Army continues to direct its functional agencies and units to practically and effectively implement the cooperation contents agreed upon by both sides.

For his part, General Álvaro López Miera emphasized the tradition of special friendship between the armies and peoples of the two countries. General Álvaro López Miera stated that each visit has allowed him to witness new developments in Vietnam. General Álvaro López Miera expressed his hope that in the future, the armies of the two countries will continue to uphold this tradition of special friendship to effectively implement the Cooperation Plan for the period 2023-2025, which he and General Phan Văn Giang signed after their meeting that morning, thereby contributing to the development of both countries and helping to maintain peace, security, and prosperity in the world.

General Álvaro López Miera affirmed that the Cuban Army and people will continue to uphold the spirit of "For Vietnam, Cuba is ready to shed even its own blood," as leader Fidel Castro once asserted, and are determined to work with Vietnam to continuously strengthen the special friendship between the two countries.
