Organizing the APEC 2027 conference is a crucial event, fulfilling both political objectives and contributing to promoting the image and development of An Giang province and Phu Quoc island. Prime Minister Pham Minh Chinh stated that with only a little over two years remaining until 2027, preparations must be carried out urgently and with great effort. The Prime Minister assigned Deputy Prime Minister Nguyen Chi Dung to directly oversee the handling of infrastructure, facilities, and logistics for the conference; Deputy Prime Minister Bui Thanh Son to directly oversee the content and program of the conference; and Deputy Prime Minister Tran Hong Ha to directly oversee and handle matters related to land and forests.
In mid-May 2025, Deputy Prime Minister Nguyen Chi Dung signed a decision assigning the task of preparing the necessary conditions and implementing several measures to expedite the deployment of projects serving the APEC 2027 conference. Specifically, the Deputy Prime Minister instructed the Provincial People's Committee to coordinate with relevant ministries and agencies in preparing the infrastructure conditions to ensure the successful organization of the conference, while also ensuring the sustainable development of the locality and the country. This is a diplomatic activity and a national political task. In addition, the Deputy Prime Minister also approved the principle of adjusting the provincial planning for the period 2021-2030, with a vision to 2050, following a streamlined procedure in accordance with the law on planning and other relevant laws. Approval is granted for the application of regulations on granting licenses for the exploitation of mineral resources used as common construction materials (sea sand mines in Phu Quoc) to supply construction materials for the project of building embankments and leveling the ground for construction works in Phu Quoc.
The central government will support 70% of public investment projects, while local governments will self-finance the remaining 30% (but not less than the capital needed for land clearance); for the APEC Boulevard, the central government will support 50%, and local governments and investors will contribute the other 50%. The Provincial People's Committee is responsible for reviewing, selecting, and deciding on projects to be implemented to serve the APEC 2027 conference, linked to the sustainable development of the locality and the country; and for developing plans for the effective and long-term exploitation and use of the projects after the conference.
Phu Quoc Island, also known as the Pearl Island, is an attractive destination for both domestic and international tourists.
The implementation of projects must ensure progress, quality, efficiency, preservation of the landscape, protection of the natural ecological environment, and must not affect national defense and security tasks. Absolutely no negative incidents, corruption, losses, waste, or group interests should occur. At the same time, review the specific area and type of forest land and the actual need for land-use conversion for projects directly serving the APEC 2027 conference, and report to the competent authorities for consideration and decision in accordance with the law. Proactively coordinate with the Ministry of Finance and relevant ministries and agencies to develop a plan for transferring assets and expanding Phu Quoc International Airport to ensure timely service for the conference…
The People's Committee of An Giang province announced that it has developed a plan to quickly implement 21 projects serving the APEC 2027 conference, with a total capital of approximately 137,138 billion VND. Accordingly, there are 10 public investment projects; 11 projects invested under the public-private partnership (PPP) and business investment methods. Projects with large investment capital include: the Cua Can reservoir with a capacity of 7.5 million m3, costing over 1,026 billion VND; the Duong Dong 2 reservoir with a capacity of 7.5 million m3, costing 2,950 billion VND; and the Conference Center and functional facilities covering an area of 57 hectares, costing 1,400 billion VND. The project includes the construction of provincial road DT.975 (section from DT.973 - Phu Quoc Airport - DT975 - DT.973), approximately 20km long and 60m wide, with a capital of 2,500 billion VND. Particularly noteworthy is the urban tram line project, over 20.2km long, from Phu Quoc Airport to the Convention Center, with an investment of over 9,000 billion VND…
Expedite project progress.
Mr. Nguyen Thanh Nhan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of An Giang, said that the province has reviewed and selected component projects with funding from the central government budget, the local budget, and attracting investment from outside the budget. In addition, the province proposed adding projects on undergrounding the power system and strengthening digital transformation and digitalization to serve APEC 2027. Simultaneously, the province is closely coordinating with the Ministry of Finance in drafting the investment plan for expanding Phu Quoc International Airport. All are being implemented very urgently and in accordance with regulations.
According to Mr. Nguyen Thanh Nhan, on March 14th, the Provincial People's Committee held a ceremony to launch preparations for the APEC 2027 High-Level Week. Specifically, with the common goal of fulfilling national political tasks, the Provincial People's Committee calls for the solidarity and support of all levels, sectors, localities, the business community, and all people in Phu Quoc, with determination, decisive action, and the highest sense of responsibility to ensure the success of the APEC High-Level Week event.
Accordingly, An Giang will urgently invest in transportation infrastructure such as Phu Quoc Airport, An Thoi International Port, and the APEC multi-functional complex (a 57-hectare land reclamation project) to serve the conference. The upgrading and expansion of Phu Quoc International Airport to level 4E includes the construction of a new 3.3km runway, a new Terminal 2, an international terminal with a capacity of up to 20 million passengers and a VIP terminal, an apron with a capacity of up to 70 seats, aircraft hangars, maintenance and repair facilities, and cargo warehouses… covering an area of over 1,000 hectares.

For Rach Gia Airport, the plan includes upgrading and expanding it to approximately 200 hectares to accommodate large aircraft. The An Thoi International Seaport will be upgraded to 100 hectares to welcome the world's largest cruise ships carrying 7,000-10,000 passengers; upgrading the main roads from Duong Dong to the North of Phu Quoc Island and the East-West Boulevard project connecting the new administrative area of Phu Quoc with Ham Ninh Port. The APEC multi-functional complex, built on reclaimed land covering 57 hectares and with a capacity of nearly 15,000 people, will be rapidly developed, including facilities such as a convention and exhibition center, a multi-purpose auditorium, an international press center, the APEC square, and a high-rise mixed-use complex comprising hotels, a casino, a duty-free shopping mall, and a multi-functional cultural and arts center…
According to Mr. Dang Minh Truong, Chairman of the Board of Directors of Sun Group, “The APEC 2027 event will create momentum to make Phu Quoc a leading tourism and economic center in the region and the world. Deputy Prime Minister Tran Hong Ha emphasized that the APEC 2027 conference is a very special diplomatic and political event that Vietnam will host and organize on Phu Quoc Island in 2027. With more than two years remaining until APEC 2027, the Government hopes that leaders of central ministries and agencies, An Giang province, etc., will make their utmost efforts and prepare all necessary plans to ensure the successful organization of the conference. The Government requests the province to assign tasks to each member to implement, monitor progress, promptly resolve difficulties and obstacles; and to effectively carry out land clearance to accelerate investment and the implementation of infrastructure and projects serving the conference.
In 2024, Phu Quoc Island welcomed 6 million tourists (962,400 international visitors, an increase of over 73% compared to the same period, exceeding the annual plan by over 44%), with total revenue reaching 21,170 billion VND (an increase of over 43% compared to the same period, exceeding the annual plan by over 24%). It can be said that Phu Quoc Island has played a leading role in the province's tourism development for many years and will continue to do so in the future.
