On the afternoon of December 17th, under the chairmanship of Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, a meeting of the Standing Committee of the Provincial Party Committee was held to discuss the Project on Socialization of Investment and Operation of Tho Xuan Airport and several other important issues.

Attending the conference were: Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies; Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Comrade Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; representatives of the Central Party Committees; leaders of relevant departments and agencies; leaders of the Provincial Party Committee Office, the Office of the Delegation of National Assembly Deputies and the Provincial People's Council; and the Office of the Provincial People's Committee.
The report on the Socialization of Investment and Operation of Tho Xuan Airport, submitted by the Party Committee of the Provincial People's Committee, clearly states: After more than 10 years of operation, Tho Xuan Airport has become one of the growth drivers of Thanh Hoa province. The combination of dual-use operation in the initial phase has shown the effectiveness of utilizing the existing infrastructure of military airports for civilian purposes. However, in recent years, the number of passengers passing through the airport has exceeded the designed capacity (with the highest number of passengers in 2022 reaching 1.5 million passengers/year, exceeding capacity by 25%), while Terminal T2 has not yet been invested in. The taxiways and runways have been in operation for over 40 years (far exceeding the average design lifespan of about 20 years), the quality of the runway surface and load-bearing capacity have deteriorated; and many damages have appeared.
Tho Xuan Airport is designated in the planning as an international airport, serving as a backup for Noi Bai International Airport, with a dual-use civil and military airport nature. Tho Xuan Airport is planned for the period 2021-2030 to be classified as a 4E airport and a Level I military airport, with 2 runways capable of handling 5 million passengers per year.
According to the proposal, with a planned capacity of approximately 5 million passengers per year for the 2021-2030 period, the investment aims to ensure operational capacity in accordance with the construction plan for runway number 2 and terminal T2. The scale and capital investment requirement is approximately 8,200 billion VND, to implement the following items: Upgrading and expanding terminal T1 to a capacity of 1.5 million passengers per year, seamlessly connecting with the newly constructed terminal T2. Expanding the aircraft parking area to 16 positions, meeting a capacity of 5 million passengers per year... Investing in the construction of a new air traffic management and control system (ILS, CAT system) for runway number 2; investing in the construction of a new terminal T2 (international terminal) with a capacity of 3.5 million passengers per year, increasing the total capacity to 5 million passengers per year.

The Standing Committee of the Provincial Party Committee and the members of the Provincial Party Committee's Executive Board all agreed and unanimously supported the policy of investing in upgrading the infrastructure of Tho Xuan Airport through a combination of socialized investment and state budget funds, in order to meet the development requirements of the province and the country in the coming period.
Comrade Nguyen Van Thi, Standing Vice Chairman of the Provincial People's Committee, delivered a speech at the conference.
However, to ensure the feasibility of the Project, it is necessary to effectively address issues related to the handling of existing land assets at Tho Xuan Airport; establish a coordination mechanism to ensure flight operations when aircraft from runway 2 taxi to runway 1; and resolve legal obstacles regarding the allocation of investment capital from the state budget. To increase the efficiency of capital and address some technical issues, it is proposed that the Project be amended to adjust the funding for PPP implementation and divide the project into sub-projects corresponding to the investment capital.

In his concluding remarks at the conference, Provincial Party Secretary Nguyen Doan Anh affirmed that Tho Xuan Airport plays a crucial role in the province's development, not only meeting the needs of passenger and cargo transportation but also creating momentum to attract investment and develop socio-economic sectors.

The Standing Committee of the Provincial Party Committee basically agreed with the submission of the Party Committee of the Provincial People's Committee, and at the same time requested: Based on Decision 1121 of the Prime Minister , relevant documents and directives, and opinions at the conference, the Party Committee of the Provincial People's Committee should direct the Provincial People's Committee to continue to finalize the Project. At the same time, it should proactively and actively coordinate with relevant agencies and units to resolve difficulties and obstacles, especially in handling assets and allocating investment capital to implement the next steps.

Also at the conference, the Standing Committee of the Provincial Party Committee gave its opinion on approving the policy of upgrading the Xuan Lien Nature Reserve to Xuan Lien National Park in Thuong Xuan district; on organizing the commemoration of the 60th anniversary of the Ham Rong victory (April 3-4, 1965 - April 3-4, 2025); reporting on the implementation of the Integrated Development of Dynamic Urban Areas Project - Tinh Gia Urban Sub-project, Thanh Hoa province; solutions to overcome difficulties and obstacles and proposals to the World Bank in Vietnam; and several other important issues.
