In the overall development of Dien Bien province, Dien Bien Phu City plays a central role in the province's politics , administration, economy, and culture, and holds a crucial position in the national defense and security of the entire Northwest region. On this occasion, Nguoi Dua Tin (NDT) had the opportunity to hear from Mr. Nguyen Quang Hung, Chairman of the People's Committee of Dien Bien Phu City , about the city's strong development and its role as a driving force for the province's progress.

Interviewer: Sir, given its important location, how does Dien Bien Phu City define its development tasks to truly become a driving force for the development of Dien Bien province?

Mr. Nguyen Quang Hung: Dien Bien Phu is a national-level cultural and historical revolutionary tourism city; a key center for trade, services, tourism, resorts, and logistics in the region, creating momentum for socio -economic development for Dien Bien province, the Northwest region, and the northern midland and mountainous region.

From the very beginning of the term, the city has identified several goals and tasks, namely: building Dien Bien Phu into a civilized city with a strong national cultural identity; fulfilling the criteria for a type III urban area; and striving to basically meet the criteria for a type II urban area by 2025.

Economic, trade, tourism, and service activities in the city are being promoted; their scale and quality are constantly improving with the participation of many economic sectors. A wide variety of goods are brought to the market, meeting the needs of production and people's lives, contributing to price stability and boosting production. The quality of services is improving both in quantity and quality; the number of tourists is increasing, and their length of stay is also growing.

Continue to rectify and improve the quality of the city's administrative system, making it increasingly clean and strong to meet development requirements, moving towards building a democratic, clean, strong, professional, and progressively modernized administration. City officials and employees possess the integrity, moral character, competence, and qualifications to meet job requirements. Administrative reform efforts are being strengthened.

Furthermore, we must continue to fundamentally and comprehensively reform education and training; effectively implement the new general education program according to the roadmap of the Ministry of Education and Training; build a healthy cultural environment linked to the development of individuals in terms of ethics, character, lifestyle, intellect, and work capacity. Preserve and promote national cultural identities.

Maintain political security and social order in the area. Proactively combat and thwart all conspiracies, schemes, and subversive activities of hostile forces; be ready to respond to and promptly handle national defense and security situations; ensure the building of a solid national defense posture and people's security posture…

Investor: One of the key elements of urban landscape is the infrastructure system. How does the city determine the direction for improving and allocating resources to urban infrastructure?

Gradually transforming the urban landscape to match the city's potential and advantages.

Mr. Nguyen Quang Hung: Implementing the Resolutions and Action Programs of the Central Government and the Implementation Plan of the Provincial Party Committee and the Provincial People's Committee on the planning, construction, management, and sustainable development of Vietnamese cities until 2030, with a vision to 2045, Dien Bien Phu City, as the political and administrative center of the province, has always identified infrastructure development as one of the key factors for urban development, gradually changing the urban landscape to match the city's potential and advantages.

Given the aforementioned importance and the current state of the infrastructure system and development speed, the city has identified the following direction for improving infrastructure: developing a synchronous, integrated, modern infrastructure that is ahead of the curve and opens up new development opportunities.

Focus on directing specialized departments and relevant units to review and prepare the necessary conditions and detailed, complete data to develop an infrastructure investment roadmap within the Urban Development Program, ensuring it closely adheres to the Provincial Planning for the period 2021-2030 approved by the Prime Minister.

At the same time, we will focus our efforts and coordinate with provincial departments and relevant units to accelerate the progress of project implementation and land clearance for projects in the area, creating a foundation for completing infrastructure.

Accelerate the implementation of urban repair and renovation projects in the area towards a modern, synchronized approach, with undergrounding of technical systems.

Investor: As a hub for numerous businesses in Dien Bien, what solutions will the city implement to create a favorable environment for development and investment for businesses?

Promptly address difficulties faced by businesses and investors in the area.

Mr. Nguyen Quang Hung: To improve the investment and business environment and create favorable conditions for businesses in the area, the city has always received attention and guidance from the Provincial Party Committee, the Provincial People's Committee, the City Party Committee, the specific management of the City People's Committee, and a strong emphasis on the responsibility of the heads of city departments and units, and the People's Committees of wards and communes. We have several specific solutions such as: Promoting administrative procedure reform, minimizing unnecessary processes and procedures to further shorten the time for processing applications in areas such as business registration certificates, land use right certificates, land allocation, and land leasing... Strengthening the application of information technology in management, operation, and handling of administrative procedures.

City leaders, departments, and units, based on their functions and responsibilities, should strengthen the organization of meetings and dialogues with economic sectors and investors to receive information and address requests, in order to promptly resolve difficulties for businesses and investors.
