Mr. Nguyen Quang Hung: Dien Bien Phu is a national-level cultural and historical revolutionary tourism city; a key trade, service, resort tourism and logistics center of the region, creating a driving force for socio-economic development for Dien Bien province, the Northwest region and the midland and mountainous regions of the North.

Right from the beginning of the term, the city has identified a number of goals and tasks, namely, building a civilized Dien Bien Phu city imbued with national cultural identity, completing the criteria for a type III urban area, and striving to basically meet the criteria for a type II urban area by 2025.

Promoting economic, commercial, tourism and service activities in the city; the scale and quality are increasingly improved with the participation of many economic sectors. Goods brought to the market are abundant and diverse, meeting the needs of production and people's lives, contributing to stabilizing market prices and promoting production. Quality and services are increasingly improved in both quantity and quality; the number of tourists is increasing, and the length of stay of tourists is getting longer.

Continue to rectify and improve the quality of the city's administrative system to be increasingly clean and strong to meet development requirements, moving towards building a democratic, clean, strong, professional, and gradually modernized administration. City officials, civil servants, and public employees have the courage, moral qualities, capacity, and qualifications to meet the requirements of the task. Administrative reform work is strengthened.

Along with that, continue to fundamentally and comprehensively innovate education and training; effectively implement the new general education program according to the roadmap of the Ministry of Education and Training; build a healthy cultural environment associated with building people in terms of ethics, personality, lifestyle, intelligence and working capacity. Preserve and promote national cultural identities.

Proactively fight to defeat all plots, tricks and sabotage activities of hostile forces; be ready to respond to and promptly handle national defense and security situations; ensure the building of a solid national defense posture and people's security posture...

Investor: One of the important factors of urban appearance is the infrastructure system. How does the city determine the direction of completion and allocate resources for urban infrastructure?

Gradually change the urban appearance to match the city's potential and advantages.

Mr. Nguyen Quang Hung: Implementing the Resolutions, Action Programs of the Central Government and the Implementation Plan of the Provincial Party Committee and Provincial People's Committee for the work of Planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045. Dien Bien Phu City, as the political administrative center of the province, always identifies infrastructure development as one of the key factors for urban development, gradually changing the urban appearance to match the city's potential and advantages.

With the above importance and the current state of the infrastructure system and development speed, the city determines the direction for completing the infrastructure: Developing a synchronous, integrated, modern infrastructure, taking the lead and opening up new development space.

Focus on directing specialized departments and related units to review and prepare necessary, detailed and complete conditions and data to develop an infrastructure investment roadmap in the Urban Development Program to ensure adherence to the Provincial Planning for the 2021-2030 period approved by the Prime Minister.

Along with that, focus, make efforts, and coordinate with provincial departments, branches and related units to speed up project implementation progress and site clearance for projects in the area, creating the premise for completing infrastructure.

Speed ​​up the implementation of urban repair and beautification projects in the area towards modernization, synchronization, and undergrounding of technical systems.

Investor: As a place with a large concentration of businesses in Dien Bien, what solutions will the city implement to create development space, create a favorable investment and business environment for businesses?

Mr. Nguyen Quang Hung: In order to improve the investment and business environment, facilitating businesses in the area, the city always receives the attention and direction of the Provincial Party Committee, the Provincial People's Committee, the City Party Committee, the specific management of the City People's Committee and promotes the responsibility of the heads of departments, city units, People's Committees of wards and communes. We have a number of specific solutions such as: Promoting administrative procedure reform, minimizing unnecessary processes and procedures to further shorten the time to process documents in the fields of granting business registration certificates, land use right certificates, land allocation, land lease...
