Proposal to issue ownership certificates to residents of Kingdom 101 apartment building.

According to a document signed by Mr. Nguyen Toan Thang, Director of the Department of Natural Resources and Environment of Ho Chi Minh City, in 2016 the investor paid over 380 billion VND in land use fees, and subsequently the Department of Natural Resources and Environment of Ho Chi Minh City issued a land use right certificate for the project. To date, KingDom Indochina Joint Stock Company, the project's investor, has completed construction (phase 1) and handed over houses to customers since 2020. However, after more than three years, residents have not yet received their ownership certificates, causing frustration. Meanwhile, the conditions for issuing ownership certificates have been checked by the competent authorities, and written notices have been issued confirming that all conditions are met according to the law.

Residents of Kingdom 101 apartment complex are frustrated by the delay in receiving their ownership certificates.

Two months prior, since the Ho Chi Minh City People's Committee Party Committee issued Notice No. 337 on April 9, 2024, regarding the issuance of ownership certificates for apartments in this area, the matter dragged on, causing frustration among residents due to a lack of thorough review. Currently, the review has been completed, and all relevant agencies have provided their opinions as mentioned above.

Therefore, to avoid mass complaints from residents, the Department of Natural Resources and Environment recommends that the Ho Chi Minh City People's Committee approve the Ho Chi Minh City Department of Natural Resources and Environment to urgently process applications for land use right certificates for homebuyers in the apartment complex project (phase 1) invested by KingDom Dong Duong Joint Stock Company, in accordance with regulations, excluding 100 apartments for resettlement purposes, until further instructions are received from the Ho Chi Minh City People's Committee.
