In the document, the Ministry of Construction requested the People's Committee of Dong Nai province to study and provide its agreement on the proposal to assign the People's Committee of Ho Chi Minh City to manage and operate the entire Ho Chi Minh City Ring Road 3, including the section belonging to Component Project 1A, and submit it to the Ministry of Construction and the People's Committee of Ho Chi Minh City. Based on that, the Ministry requested the People's Committee of Ho Chi Minh City to compile and report to the Prime Minister for consideration and assignment of the management and operation of the entire Ho Chi Minh City Ring Road 3 to the People's Committee of Ho Chi Minh City in accordance with regulations.
According to the Ministry of Construction, the Ho Chi Minh City Ring Road 3, once invested in and completed, will form a highway connecting neighboring localities around Ho Chi Minh City. The organization and management of the entire route needs to be studied and assigned to a lead agency to ensure overall coherence and consistency. This is especially important regarding the operation and maintenance of infrastructure serving the route and toll collection (intelligent transportation systems, automated toll collection systems, etc.).
In Government Resolution No. 105/NQ-CP dated August 15, 2022, implementing National Assembly Resolution No. 57/2022/QH15 dated June 16, 2022, on the investment policy for the Ho Chi Minh City Ring Road 3 Construction Project, the Government assigned the Ministry of Construction, in coordination with the Ministry of Finance and relevant localities, to develop a plan for recovering the project's investment capital. This includes studying the organization of collecting toll fees for the use of the expressway under a pricing mechanism into the state budget. However, the management and operation responsibilities for the entire route have not yet been determined.

Meanwhile, according to the 2024 Road Law and Government Decree No. 165/2024/ND-CP dated December 26, 2024, detailing and guiding the implementation of some articles of the Road Law, provincial People's Committees are responsible for managing national highways passing through special-class urban areas and national highways when they are decentralized.
The Ho Chi Minh City Ring Road 3 is 76km long. According to the plan, on August 19th, Component Project 1A, the Tan Van - Nhon Trach section (Phase 1), with My Thuan Project Management Board as the investor, will officially be put into operation. Component Project 1A is one of the component projects of the Ho Chi Minh City Ring Road 3, connecting Component Project 1 (invested by the Ho Chi Minh City People's Committee) and Component Project 3 (invested by the Dong Nai Provincial People's Committee).
