According to the draft Decree, the titles of teachers in each educational level and training qualification include:
1. Preschool teacher, principal preschool teacher, senior preschool teacher; 2. Primary school teacher, principal primary school teacher, senior primary school teacher; 3. Junior high school teacher, principal junior high school teacher, senior junior high school teacher; 4. High school teacher, principal high school teacher, senior high school teacher; 5. University preparatory teacher, principal university preparatory teacher, senior university preparatory teacher; 6. Continuing education teacher, principal continuing education teacher, senior continuing education teacher; 7. Vocational high school teacher, principal vocational high school teacher, senior vocational high school teacher; 8. Elementary school teacher, principal elementary school teacher, senior elementary school teacher; 9. Practical secondary school teacher, secondary school teacher, principal secondary school teacher, senior secondary school teacher; 10. Practical college lecturers, college lecturers, principal college lecturers, senior college lecturers; 11. Teacher training college lecturers, principal teacher training college lecturers, senior teacher training college lecturers; 12. University lecturers, principal university lecturers, senior university lecturers (including Professors, Associate Professors); 13. Appointment and change of teacher titles
The draft Decree clearly states that the appointment of teachers to teaching positions is carried out during recruitment, acceptance, and job position changes.
Teachers who are recruited, appointed, or transferred to a new position will be assigned to the corresponding teaching title. The appointment and transfer of teaching titles must be based on the professional standards for teachers.
The Minister of Education and Training, the Minister of National Defense, and the Minister of Public Security shall prescribe the codes, appointments, and salary classifications for teaching positions under their respective management authority.
Changes in teaching titles are linked to changes in job positions and are implemented in cases of considering transfers of teaching titles and career advancement for teachers.
The transfer of teaching positions in public educational institutions shall be carried out in accordance with the law on changes in job positions for civil servants. The promotion of teachers in public educational institutions shall be carried out in accordance with the provisions of this Decree.
Non-public educational institutions shall specify the procedures for appointing and changing the titles of teachers under their management, ensuring transparency and openness.
Principles for considering career advancement for teachers
According to the draft, the consideration for career advancement of teachers must be based on job position and professional standards for teachers. For public educational institutions, the consideration for career advancement of teachers must be consistent with the structure according to professional titles approved by the competent authority, except in cases of special promotion consideration.
Teachers are eligible to register for career advancement consideration if the educational institution has a need and the teacher meets the professional standards for teachers as prescribed by law.
The teacher promotion review process is conducted according to the principles of equality, openness, transparency, objectivity, and legality.

The draft clearly states that teachers are eligible to register for career advancement consideration when they meet the following standards and conditions:
Received a performance rating of "good" or higher in the year immediately preceding the year of consideration for career advancement.
Possesses good political qualities and professional ethics.
Not currently under disciplinary action; not currently subject to any disciplinary regulations as prescribed by the Party and the law.
Meeting the professional standards requirements for the teaching position being considered for career advancement, except in cases of special promotion consideration.
