The Central Region Connectivity Project of Quang Nam province will invest in the construction of about 31.5km of roads and works passing through 4 districts of Thang Binh, Phu Ninh, Tien Phuoc and Bac Tra My with a total investment of more than 768 billion VND; of which ODA capital from the Korean Government is 25.474 million USD; counterpart capital is more than 9 million USD.
According to the report of the Provincial Traffic Construction Investment Project Management Board, the handed-over area is about 12.48/31.5km. However, within the scope of the handed-over area, there are some construction segments that are not continuous, with many medium and low voltage power poles, telecommunication cables and power grids behind the meter (QL40B). The implementation work has encountered difficulties in filling some sections.
The Provincial Construction Investment Project Management Board focused on directing localities and departments to focus on compensation and site clearance to meet project progress; departments and branches, according to their functions, guided the removal of obstacles related to compensation, site clearance, and coordination of earthwork materials to speed up construction progress.
Provincial Party Secretary Luong Nguyen Minh Triet said that 3 months after the previous project inspection, localities and departments have been more determined and focused in their involvement, but the current progress is still very slow, with not much movement.
Provincial Party Secretary Luong Nguyen Minh Triet emphasized that this is a key project, of great significance to socio-economic development. Localities will directly benefit from the project, so they need to promote responsibility more strongly and decisively.
The Provincial Party Secretary directed localities to focus on site clearance and resettlement for people cleared for the project, and promptly coordinate to advise the Provincial People's Committee to adjust the land use plan. At the same time, he directed the People's Committee of Thang Binh district to focus on clearing shrimp ponds for the construction of Truong Giang bridge; Phu Ninh district to focus on the remaining households, to be implemented before July 30. The investor closely coordinated with localities, and promptly carried out construction as soon as the site was available to implement the project.
Regarding the departments, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet directed the Provincial People's Committee to assign a Vice Chairman of the Provincial People's Committee to directly monitor and direct the resolution of project problems; and direct the departments to resolve the recommendations of relevant localities as soon as possible. In addition, there is a plan to ensure that there is no shortage of earth materials for the project. The Department of Transport monitors and provides maximum support to the investor.
Quang Nam Electricity Company, Viettel Quang Nam, VNPT Quang Nam were directed to urgently coordinate in moving technical infrastructure out of the scope of the Project construction site. The Provincial Party Secretary also requested the leaders of the District Party Committee, People's Committee, and leaders of the Departments to pay attention to directing, closely monitoring, regularly requesting reports and mobilizing the mass mobilization system and the mass front to participate in site clearance; it is necessary to arrange more staff so that the progress meets the set requirements.
