If necessary, the locality must arrange more staff to resolve problems for the Central Region Linkage project.

The Central Region Linkage Project in Quang Nam province will invest in the construction of approximately 31.5km of roads and infrastructure passing through four districts: Thang Binh, Phu Ninh, Tien Phuoc, and Bac Tra My, with a total investment of over 768 billion VND; of which ODA capital from the South Korean government is 25.474 million USD; and counterpart capital is over 9 million USD.

According to the report from the Provincial Project Management Board for Investment and Construction of Transportation Works, approximately 12.48/31.5 km of land has been handed over to date. However, within the handed-over area, some construction segments are not continuous and are still obstructed by numerous medium and low-voltage power poles, telecommunication cables, and post-meter power lines (QL40B). Implementation is facing difficulties with earthworks in some sections.

The Provincial Investment and Construction Project Management Board is focusing its efforts on directing localities and departments to concentrate on compensation and land clearance to meet project deadlines; departments, according to their functions, are guiding the resolution of obstacles related to compensation and land clearance, and coordinating earthworks to accelerate construction progress.

Provincial Party Secretary Luong Nguyen Minh Triet said that three months after the previous project inspection, localities and departments have become more actively involved and focused, but the current progress is still very slow and there has not been much movement.

Provincial Party Secretary Luong Nguyen Minh Triet emphasized that this is a key project with significant importance to socio-economic development, and that localities will directly benefit from the project; therefore, they need to demonstrate stronger and more decisive responsibility.

The Provincial Party Secretary directed localities to focus on land clearance and resettlement for people displaced by the project, and to promptly coordinate with the Provincial People's Committee to adjust the land use plan. At the same time, he directed the Thang Binh District People's Committee to focus on clearing shrimp ponds for the construction of the Truong Giang bridge; and the Phu Ninh District People's Committee to focus on the remaining households, completing this before July 30th. The investor is to closely coordinate with localities, and to expedite construction wherever land is available to implement the project.

Regarding the relevant departments, Provincial Party Secretary Luong Nguyen Minh Triet directed the Provincial People's Committee to assign a Vice Chairman of the Provincial People's Committee to directly monitor and resolve any obstacles to the project; and to direct the relevant departments to address local requests as soon as possible. In addition, measures must be taken to ensure there is no shortage of earth fill materials for the project. The Department of Transport is to monitor and provide maximum support to the investor.

Quang Nam Power Company, Viettel Quang Nam, and VNPT Quang Nam were instructed to urgently coordinate the relocation of technical infrastructure out of the project's construction site. The Provincial Party Secretary also requested that the leaders of the District Party Committee, the People's Committee, and the leaders of relevant departments pay close attention to directing and monitoring the project, regularly requesting reports and mobilizing the mass mobilization system and mass organizations to participate in land clearance; additional personnel should be assigned if necessary to ensure the project progresses as planned.
