The delegation held a working meeting with the French Chamber of Commerce and Industry in Paris (CCI Paris Ile-de-France). Receiving and working with the delegation were Mr. Pierre Mongrué, Deputy General Director for International Affairs; Mr. Bernard Quinet, Business Development Specialist; and Ms. Agnès Gomes, Head of Events, Networking and Partnerships at DGA CCI International.
Also attending the working session were Mr. Dinh Toan Thang, Ambassador Extraordinary and Plenipotentiary of Vietnam to the Republic of France; and reporters from Nhan Dan Newspaper, Vietnam News Agency, and Voice of Vietnam Radio stationed in France who covered the event.
In a spirit of open exchange and cooperation, Mr. Pierre Mongrué, Deputy General Director for International Affairs, representing the French Chamber of Commerce and Industry in Paris, shared information about CCI's services and the business landscape in Paris.
Accordingly, CCI Paris Ile-de-France is a key player in the French economy , with member companies contributing one-third of the French Republic's GDP, facilitating business establishment, promoting innovation, and strengthening business momentum.
CCI Paris Ile-de-France supports small and medium-sized enterprises (SMEs) in entering new markets, assists businesses in investing and operating abroad, protects the economic interests of businesses, and provides solutions to unlock potential and promote growth.
The French Chamber of Commerce and Industry in Paris also has a strong focus on education and training, with a system of 14 universities and colleges offering diverse training programs in various fields and disciplines with high quality, enrolling and training approximately 72,000 students each year.
On behalf of the delegation, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized the purpose of the meeting: to seek cooperation opportunities for Ninh Binh province's businesses with the French Chamber of Commerce and Industry in Paris and French businesses; to attract investment in areas of interest to the province to promote the implementation of Ninh Binh province's socio-economic development strategy until 2030, with a vision to 2050. He also introduced and shared general information about the characteristics, natural conditions, socio-economic potential, and strengths of Ninh Binh province.
During the meeting, Mr. Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, exchanged information on several issues, including access to the European market; the results of attracting foreign investment projects, including those funded by the French Development Agency (AFD); and Ninh Binh province's need to attract investment in several sectors such as high-end hotel and resort services; plant breeding; digital transformation; climate change adaptation; and environmental treatment.
Representatives from the French Chamber of Commerce and Industry in Paris expressed their admiration for the information provided by the delegation; they affirmed that they initially saw many areas for cooperation, such as agriculture and tourism. They noted that many businesses on the French side have effective solutions for attracting tourists through communication and digital transformation. They affirmed that the areas Ninh Binh province is prioritizing for investment are all very promising. They suggested that, in the short term, both sides should cooperate in organizing forums, either in person or online, to allow businesses from both sides to share information and explore cooperation opportunities. They also requested that Ninh Binh province pay attention to studying and effectively applying the principles and regulations of the Vietnam-EU Free Trade Agreement (EVFTA) to promote trade and investment cooperation between the two sides.
At the end of the working session, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, thanked the leaders of the French Chamber of Commerce and Industry in Paris for their thoughtful reception and efficient work program. He highly appreciated the ability of the French Chamber of Commerce and Industry in Paris to promote innovative initiatives and business activities, and expressed hope that Ninh Binh province would have the opportunity to strengthen cooperation and development with French businesses in the future. Both sides agreed to continue connecting to implement forums on digital transformation and tourism. On this occasion, on behalf of the Ninh Binh provincial leadership, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council respectfully invited the leaders of the French Chamber of Commerce and Industry in Paris to visit Ninh Binh.

Speaking at the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, expressed his sincere gratitude for the support and assistance of the Ministry of Foreign Affairs, the Embassy, and Ambassador Dinh Toan Thang personally, who extended a warm welcome to the delegation and helped arrange the working program during the delegation's time working with partners in the Republic of France.
Informing the Ambassador about the main aspects of cooperation between Ninh Binh province and foreign partners, including the Republic of France, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stated: In recent times, the French Development Agency (AFD) has collaborated with Ninh Binh province on two projects: the Kim Dai sluice gate construction project to prevent saltwater intrusion, preserve freshwater, and respond to the impacts of sea level rise in six districts and cities in the southern Ninh Binh area; and the Urban Infrastructure Improvement Project to mitigate the impacts of climate change in four coastal provinces of North Central Vietnam - the Phat Diem Urban Infrastructure Improvement Sub-project in Kim Son district, Ninh Binh province. These projects have made significant contributions to agricultural production and disaster prevention and control in the province, mitigating the impacts of climate change on the people. In addition, Ninh Binh province is currently collaborating with AFD to propose a project to improve infrastructure for bringing freshwater to the downstream areas of Kim Son district, Ninh Binh province, to serve socio-economic development and adapt to climate change.
In the coming period, Ninh Binh hopes to continue receiving the attention, assistance, and support of the Vietnamese Embassy in the Republic of France in promoting, introducing, and connecting French businesses, investors, and localities to cooperate in investment and implement programs and projects in Ninh Binh province, focusing on the following areas: preservation and promotion of cultural heritage values; development of ecotourism and high-end resort services; training of high-quality human resources; agricultural seed production; and support for Ninh Binh province to access projects funded by the French Government, etc.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also expressed confidence and hope that with the good relationship between the Vietnamese and French governments built over many decades, along with the attention and assistance of the Embassy, Ninh Binh province will attract French investors and businesses to explore and invest, contributing to strengthening and diversifying FDI sources in the province.
Ambassador Extraordinary and Plenipotentiary of Vietnam to the Republic of France, Dinh Toan Thang, happily welcomed the delegation from the Ninh Binh Provincial People's Council to visit and work with the province. Highly appreciating Ninh Binh province's proactive and positive approach to promoting trade and investment in Europe, Ambassador Dinh Toan Thang expressed confidence that with its many potentials, comparative advantages, and the province's determination to attract foreign investment, Ninh Binh will be an attractive destination for investors from European countries, including France.
The Vietnamese Embassy in the Republic of France will provide maximum support in connecting and promoting cooperation between Ninh Binh province and French partners and localities in areas where both sides have needs and strengths, contributing to Ninh Binh's successful completion of its socio-economic development plan and soon making Ninh Binh a leading tourism center of the nation and internationally.
*During their working visit to the Republic of France, on the occasion of the 134th anniversary of President Ho Chi Minh's birth, the delegation of the Provincial People's Council laid wreaths in commemoration of President Ho Chi Minh at Montreuil city park in the suburbs of Paris. The delegation was attended by the Ambassador Extraordinary and Plenipotentiary of Vietnam to the Republic of France, Dinh Toan Thang, and other embassy staff.
Montreuil City Park is home to a monument to President Ho Chi Minh. The bust was donated to the city by the Ho Chi Minh Museum to commemorate President Ho Chi Minh, the great leader of our Party and the Vietnamese nation , a national liberation hero, an outstanding cultural figure, and a tireless activist for the liberation of peoples around the world.
On behalf of the delegation, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, respectfully laid flowers in commemoration before the statue of President Ho Chi Minh.
Next, the delegation visited the Living History Museum and Ho Chi Minh Space. Proud and moved by the artifacts, images, and documents about President Ho Chi Minh's journey to find a way to save the country in France, which are respectfully preserved by the government and people of Montreuil city, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council solemnly wrote in the museum's guest book: "...Respectfully offering a beautiful bouquet of flowers to President Ho Chi Minh on the occasion of the 134th anniversary of his birth. Cadres, Party members, and people of Ninh Binh province pledge to strive to study and follow the thoughts, ethics, and style of Ho Chi Minh."
The visit and working trip to France concluded successfully the Ninh Binh Provincial People's Council delegation's working program in several European countries. The delegation's activities and events, including meetings, dialogues, and trade and investment promotion, received high praise from local government representatives, leaders of friendship and trade organizations, and attracted the attention of the business communities in the host countries.
Furthermore, the delegation's activities have contributed to promoting the image, potential, and strengths of Ninh Binh to friends in other countries. This is also one of the important activities aimed at promoting international integration, leveraging external resources, attracting investment, and fostering the province's foreign relations with organizations and localities in European countries. On that basis, it aims to increase political trust, elevate the position of Ninh Binh province, build diverse new cooperative relationships, and serve the sustainable development of the province.
